Dallas officer admits bribe

A fired Dallas police officer with a lengthy disciplinary record has admitted taking a bribe and agreed to surrender his peace officer's license as part of a plea deal.

Frank Hasty, 41, took a bribe from a police informant posing as a drug dealer who wanted help ripping off Houston dealers, prosecutors said. Mr. Hasty must serve eight years of probation, pay a $1,500 fine and permanently surrender his peace officer's license.

A DPD sergeant I used to work with sent me this. He said that what the story doesn't say is that teh officer's uncle is Al Lipscomb, ex-city council member known for corruption. The officer apparently got a sweet plea bargain compared to what others have gotten for similar misconduct.

Dallas and DPD will be a better place without him. Sounds like he got a real sweet plea deal.

I left DPD in 1994. It was still a good department then, but I'm told I got out just in time.

He was later reinstated but continued to be a troubled officer until the day of his second firing. He has a second career as a standup comic and musician.

Yeah, he is still around. He was convicted on bribery
charges but the stupid court threw it out.

The DA didn't pursue it anymore after that.


No justice done there, either, imho. Al should be in
prison right now.

Ten years ago Al Lipscomb and John Wiley Price were
ALWAYS stirring up trouble. If ONE wasn't in the news,
the other one was.

I heard on the radio last week that Lipscomb was suppose to be running for something or the other. What got my ear was whatever the position is that Lipscomb also has a friend (which is/was) running for the same position and that Lipscomb had previously promised this friend that he would never run against him. Go figure.

In South Dallas' District 8, former council member Al Lipscomb's campaign account was empty through March 28 after raising $5,850 and spending $5,720.

Typical. I heard Uncle Al is going to run for City Council again.

Now that's what I call "gall."

Wasn't that about the time Terrell Bolton took over, or thereabouts?

You know, Terrell was Uncle Al's shakedown artist.

Yep, Bolton had already been promoted from sergeant to one of a dozen or so assistant chiefs by Mack Vines, who was later fired for perjury. Some genius later put Bolton in charge of the whole place.

I used to hang out in Deep Ellum quite a bit (live music at Club Dada, The Bone, etc). I never felt I was in any danger, ever. Very peaceful.

But there was a sudden crime wave when all hell broke loose. I went to eat at Angry Dog after being away for about six months and spoke to a manager I knew. He said that it had gotten so violent that business owners were scared for their livelihoods.

Violence, assaults, robberies (you probably know all this)...the manager said his own car had been broken into twice in a month.

It got to where they shut down Main and Elm on weekends. I'm no expert, but my first thought was "this is nothing a strong police presence couldn't fix."

Then I remembered Terrell Bolton was in charge, and it all became clear.

Don't know how it is since Bolton left; I haven't been back.

Were you in Dallas when he got on TV and bawled about being fired? Quite a strong, masculine image. And good for a few laughs.

I forgot to mention, once I was in Adair's and about a half-dozen DPD officers had met off-duty to hang out. I heard them ranting and raving about how the department was getting, and after a while I had to pipe in..."Pardon me, but you gentlemen aren't talking about Terrell Bolton are you?" I got a good laugh from them. I can only imagine what the entire department thought about that moron.
