A San Antonio dog owner wants City Public Service Energy to change its policy that allows meter readers to Mace pets.
Michael Kilpatrick said his dog Piggy, a Chihuahua-dachshund mix, was sprayed with a repellent by a CPS worker.
"I can't believe they Maced a dog - - especially this small," said Kilpatrick.
Kilpatrick said the meter reader didn't inform him that Mace was used on Piggy.
"I was very, very angry," said Kilpatrick.
Kilpatrick said he was able to quickly wash the irritant out of Piggy's eyes, but said it took three hours before the dog could see again.
"If you work all day, by the time you get home, (your dog) might be fine but would probably suffer for hours," said Kilpatrick. Kilpatrick said CPS energy should be required to leave a note informing residents that their pet was sprayed with an irritant.
"We can consider that. This is the first time the issue has been brought up," said Sylvia Arnold, a CPS Energy spokeswoman.
Arnold said workers try to avoid confrontation with pets, but are authorized to use a repellent spray if they feel threatened by an animal.
"We do have the put the safety of our meter readers first," said Sylvia Arnold, a CPS Energy spokeswoman.
Arnold said CPS customers are alerted to meter readings on billing statements.
She said, that way, pet owners can plan accordingly to avoid confrontations with CPS workers.
We have other dog owners on other threads who speak knowledgeably about snatching away their dog's dinner and not getting bit (very often).
Guess they're tougher than this guy.

looks like little 'Piggy' has adopted his owners attitude. He should watch out he's liable to get maced next.
I wonder if you might get a meter reader who just likes to torture animals? What a pefect job!
I can see why they might want to mace a dog in the proper circumstance, but not a chahuhua/dachshund mix. If it's a problem, just step on it.
News flash -- a "dog that small" can still put a bite on you that will take weeks to heal and leave a scar that will last a lifetime. And these small, spastic rat-dogs are the overly-hyper types that will snap you at random.
When mace isn't available, a hard, swift kick will do.

Maybe Kilpatrick should be a responsible pet owner and keep her menace of a dog on a leash.

If it is anything like EVERYWHERE I have lived, the meter reder must enter the homeowners yard to read the meter. In my current situation, the meter reader has to open my gate and go into my back yard. Do you expect that dogs need to be on leashes while they are in a fenced in yard?
I don't have any idea what day of the month my meter is read, do you know when yours is read?

If I ever saw you return to attack my dog after you'd "escaped" you would be promptly reported to the police for whatever charges apply in that situation.
