If Reid was sure he had the votes and public support he would be playing obstructionist.
Since he is trying to make a deal, it says he doesn't have the votes.
There are likely some Democrats in Red States that are being told by Democrats to stop playing obstructionist.
If Reid does have the votes and is trying this tactic the polls must show he does not have the voters.
A Party that has the votes in the Senate but not the voters will soon have neither.

I could give so many examples from history where the army with the upper hand is sweet talked and offered goodwill by the defender, until such time as the danger to the defender passes and the once dominant force is slaughtered. It should be obvious that Reid is desperately offering stuff in an effort to survive until such time as they can block some more nominees. The republicans should just change the damn rule and get on with it. IF Reid really were offering "goodwill" on nominees, then he'd be agreeing not to filibuster any nominees. Period.
