Thanks Blam. Looks like nationalism creeping in to allegedly scientific endeavor. The only foolproof way to show that a city-state existed would be to find an archive, or failing that, to find steles marking the boundaries (analogous to Ashoka's pillars still seen today at the boundaries of Ashoka's empire in India).
