Terms: no death penalty, no life without parole
Mexican authorities will not return Raul Garcia-Gomez to the United States unless prosecutors agree to spare him from execution and life without parole, the Mexican consul in Denver said Monday.
Juan Marcos Gutierrez-Gonzalez, consul general of Mexico in Denver, stressed the cooperation between Mexican and U.S. authorities that resulted in Garcia-Gomez's arrest Saturday night.
"We are now having one of the best moments of Colorado-Mexico relations," he said.
But the consul said recent court rulings in his country prevent the extradition of suspects facing either of the United States' harshest penalties.
A longstanding treaty between the U.S. and Mexico specifically bars extradition in death penalty cases. Mexico's highest court recently expanded the limits, rejecting extradition for cases in which life without parole was a possibility, Gutierrez-Gonzalez said.
The maximum allowable sentence for murder under Mexican law is 60 years.
Mexico's policies regarding the return of citizens suspected of committing crimes on U.S. soil took center stage with Garcia-Gomez's capture in the city of Culiacán.

Since the US is 'integrating' with Mexico and points south, we're just morphing into MiniMexico. Their laws trump ours -- what's hard to understand?
Wish we had a President who looked out for the interests of this country instead of those of Mexico. If the Bush administration wanted to look after the citizens of the US they would shut down the Southern border to keep the Mexican criminals in Mexico. If Mexico can't act responsibly with respect to their home grown criminals we don't want any of them here.
You know what? Fine. You keep him in one of your trashy jails, Mexico. And when you let him go, we'll send a CIA execution squad down there and put a slug in his skull. Problem solved.
If you've got a problem when we do that, why don't you try withholding aid to us, or not help secure the border... oh, wait, that's right, you don't do any of that anyways!

Recently even TX, *bowed* to these demands, so that we too could support *another* illegal killer for years.
Mexican jail would be a good place for him anyway. No cable, free college education, and sometimes no food.
Besides, if 60 years is the maximum penalty, then tell them we will only give him 60 years - one for each separate charge they can manage to bring against him.
Mexico usually covers this, also, before extraditing.......they *demanded* TX not prosecute on the additional charges we had with our latest illegal killer......As this would have then amounted to life w/o parole.
