The "Downing Street Memo" documents what was publicly known 6 weeks before hand. This article in one of London's largest papers stated that the purpose of the meeting to finalize details to overthrow Sadaam. USA Today and the Philadelphia Inquirer had similar articles around the same time.
If Congressional Democrats didn't know that the USA was planning for war, it's because they can't read.

Besides, In October of 1998, during the Clinton administration, the U.S. Senate passed The Iraq Liberation Act, making it the official policy of the U.S. government to seek regime change in Iraq. The vote was unanimous, including every Democrat in the Senate, even Ted Kennedy.
