He is a RINO, but the people he is referring to are the conservatives in his district.
I think most politicians, democrats and Republicans alike, look down upon conservative beliefs, or at least see them as radical. There are exceptions, such as Ron Paul, but then again, look at Ron Paul. If the GOP could find another Republican to defeat him, they'd do it in a heartbeat.
