What exactly is a "scent pack"? Wouldn't traces of anthrax still be on a scent pack? Are dogs immune from anthrax?

The anthrax letters had been "decontaminated" - sterilized.
There was no scent. This was a theatrical performance designed to hang Steven Hatfill - an innocent man.
