BARTLESVILLE, Okla. A woman who police say had been drinking heavily before she gave birth was charged with child neglect after the baby was born intoxicated and diagnosed with fetal alcohol syndrome. Melissa Irene Tanner, 37, had a blood alcohol content of 0.29 percent when she gave birth June 30, and her daughter's was 0.21 percent, according to an affidavit by police. The legal limit for drivers in Oklahoma is 0.08 percent. Hospital staff had to use an oxygen bag to help the baby start breathing and gave her medication to counteract any narcotics, according to the affidavit. Tanner allegedly told police she and another person had consumed a case of beer and that she regularly drank during her pregnancy. She was jailed on $30,000 bail. At a court appearance this week, Tanner was advised of her rights and ordered to return to court Aug. 5. She has not yet filed an application for an attorney or entered a plea, the court clerk's office said.

Damn, just freakin' damn, this broad needs to be put to death. Poor innocent baby, probably conceived from a drunken stoopor, did nothing wrong but will pay for the rest of her life. Woman who gave birth does not deserve the title of "mother", definetly should be put down - I'm thinking a nice dose of electricty should do it nicely and permanently.
Correct. FAS is child abuse, not child neglect. If she dropped her baby on its head and damaged its brain permanently it would not be called child neglect.
And yes, I know FAS is a terrible thing.
For the record .40 is considered life threatening. Great mom there.

This is awful ... I can hardly believe a mother would be sooo selfish and endanger her baby like this.
Tanner was advised of her rights. Meanwhile the babies rights are ignored.
The charges don't go far enough.

You're right on the money. Sterilization should be a mandatory punishment for child abuse or neglect. Once you demonstrate you can't or won't properly care for a child you shouldn't get another chance.
Have you seen what this woman looks like? She obviously has hit rock bottom long ago...and there was nobody there to help.
