Nope, they had ICBMs with thermonuclear weapons in the early 80s with the range to reach the Continental US. Not the whole US, but the claims that the Chinese military armament consisted of sharpened sticks and rocks till KLINTON GAVE THEM WEAPONS AHHGHGGHGH! is a gross exaggeration. The overwhelming majority of their weapons are Russian, and the rest of the tech is primarily French and Israeli.

You are right, their missiles were blowing up on the pad as recently as the 90s.
They had older missiles that could on a good day get lucky to hit Alaska.

Clinton did repair that by giving China the technology to guide and send missiles anywhere in the USA. That is the reason why for me he is the worst President of all time by far.
