Right, it is not a lot of money for the state.
The state would probably get 20K right back in taxes, so I doubt she wouls see more than 140k of the 250k.

A 'for profit' business would realize that and would most likely pay out in order to avoid the bad publicity. The lottery is a government program however. Bureaucrats are only interested in covering their butt's. They couldn't care less of the lottery loses money in lost sales.
