It has to do with the fact that laws are barely enforced.

In some big cities, you have a better than even chance of getting away with murder.

It makes talk of "priviledges" a joke when actual crimes go largely ignored.

Again, Do a moral people need a government? If I do not commit murder, then I am not afraid of the authorities coming after me for murder.

True. Not too long ago, "actual" crimes had to involve a convergence of malevolent behavior, culpable mindset, and damage to people or property. Not anymore.
