The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Was Bomber's "New York" Shirt A Message?
Full Story

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

...and, that is what piqued my interest.

TERRORISM: ITALY'S WITHDRAWAL FROM IRAQ "NOT ENOUGH"

Rome, 8 August (AKI) - Rome and Naples are Italy's major targets of terrorist attacks, said Muhammad al-Masaari, editor of the Islamist web site al-Tajdeed. In an interview to Adnkronos International (AKI), al-Masaari warned that "Italy is certainly at risk as far as it remains in Afghanistan and Iraq." Moreover, shutting down Islamist websites and withdrawing from Iraq will not remove threat of Islamist terrorism, he argues.
''Italy's prime minister Silvio Berlusconi loves money, and he will realise that following the Americans in their military expeditions is not profitable," he said. And, withdrawing from Iraq won't solve the issue unless the step is followed by a similar decision in Afghanistan and in all other military missions Italy is involved in, al-Masaari explained.

In Iraq Italy has a 3,000-strong military contingent, deployed in Nassiriya. And in Afghanistan, where Italy has recently taken over command of NATO's peacekeeping force, Italian troops are the second biggest contingent in the country after Germany.

He pointed to Rome and Naples as potential terrorist targets but other Italian art cities such as Genoa and Venice are also at risk, according to al-Masaari.

According to al-Masaari, the way to avoid terrorist attacks in Italy is as simple as that. Closing Islamic websites sympathetic to al-Qaeda, which are simple "forums people use to share information within freedom of expression" is useless, he claims.

Al-Masaari is originally a Saudi citizen now living in London after arriving in Italy in 1981. Well known for his extreme Islamist views, he is also the founder of al-Tajdeed radio, run by the London-based party for Islamic renewal, a Saudi exile group, which broadcasts the speeches of Osama bin Laden and of other al-Qaeda members.

Al-Masaari denies having links with al-Qaeda and the Abu Hafs al-Masri Brigade, which is now threatening Italy. With reference to the threats posted on the Internet, the Saudi businessman says the group's link with al-Qaeda is not certain, and the declarations might be fake.

The Islamic extremist never the less acknowledges that his forum contains anti-Italian videos. Several days ago, he explains, a message was posted on the site with the links to download a movie by Omar Al-Mukhtar on Libya's Jihad against the Italian Fascist occupation. "I don't think the piece contains messages in code regarding Italy, but the movie appeared on the web just because its quality is good enough for the internet."

On 7 May, al-Tajdeed's London's headquarters was searched by English police. The police seized several computers and had the internet site and radio shut down for several months. "After the London's attacks, the police came back, but didn't take measures against us,'' al-Masaari said.

Jihadist Forum Members Discuss the Use of Propane Cylinders in Bombing Operations
By SITE Institute
August 8, 2005

A recent discussion on a password-protected al-Qaeda affiliated forum concerned the use of propane cylinders in bombing operations, directed against myriad targets, including oil pipelines, buildings, and individuals. The member opening the inquiry proposed using the cylinders on oil pipes, and sought advice as to the advantages of such an operation. Those who replied maintain that it works well, and provides an equivalent destructive power to TNT; however, some members advocate detonating propane cylinders in car bombings, as they acknowledge the Salafist Group for Call and Combat (GSPC) had utilized them, or for attacks upon tanks, like the “brothers in Palestine.”

One member in particular claims to have been a “helping agent in one operation,” and describes using propane cylinders as a component in a car bombing. He also suggests ways to augment the explosions, with the use of shrapnel, benzene, or napalm, or oxygen tanks in lieu of propane, and provides a mini-manual for preparing a car bomb with just the cylinder as the explosive.

More Missing Tanker Trucks ...
... this time in San Antonio, Texas. Via CNN:
Two propane-delivery trucks were stolen from a gas company over the holiday weekend, raising fears of what could happen if terrorists got hold of the explosive fuel.
Police Chief Albert Ortiz said Tuesday that his department does not suspect that terrorism was behind the thefts. But officials said that since September 11, such a possibility cannot be ignored ...

... One of the tankers carried about 3,000 gallons of propane, while the other held 2,600 gallons, police said. The trucks were taken from a parking lot owned by Ferrellgas and have the company logo on them.
Noteable: There's a bustling black market for propane in Mexico. Still, we've posted about missing tanker trucks before, and as far as I know, the one in New Jersey has never turned up.

Grrrrrrr! I just paid $2.49/gal for regular unleaded.

I say raise the price of WHEAT accordingly and watch that price per barrel come tumbling down.
