For the first time, officials at Florida's treatment facility for sex offenders are recommending one of their detainees for release -- a Jacksonville man convicted of a 1983 rape.
Not even Carlin himself expects Moran to go along with the doctors' recommendations and release a sex offender over prosecutors' objections.
Moran said he will rule by the end of the week.

The whole article must be read to get the entire picture. There are also links to previous articles on the Ryce Center. At the time the other stories were written I was wondering if there would be an effort to do away with the Center, I'm still wondering that.
These things can't be treated. Why do we even have treatment centers? Put them in jail for life. It's as simple as that.
The center is recommending release only if outpatient treatment can be enforced, and Florida doesn't have a provision permitting enforcement of outpatient treatment, so case closed.
You're much kinder than me, I think the death penalty should be in place for all sex offenders. The ACLU would not let that happen though.
They lost the right to live with civilized people and they shouldn't get that back.
I don't think Judge Moran will let him out.
I do think that there is going to be an effort to do away with the center for that and other reasons. The previous articles said that the offenders weren't getting the treatment they are supposed to get. So which is it? How can Carlin be ready for release if they aren't getting what they're supposed to get?

The article says Duval County has the largest number of offenders in the center compared to other counties. I wonder if it's because we have a larger problem with them than other counties or if we have stricter judges.

All I can do is shake my head! Many of our laws really don't make sense. IMO any sex offender is a safety risk to society. The week the Jessica Lunsford Act was signed a sex offender cut off his gps bracelet and was loose for almost a week before they caught him. The gps gives a false sense of security. We're playing russian roulette by letting them into society.

Right. She'll keep a tight rein on him.
With the judges? No I seriously doubt it. For a big city Jacksonville is pretty conservative.
