The problem with say, the Chinese developing a bio-weapon that kills everyone except asians is, there's nothing to stop someone from developing a bio-weapon that kills everyone except caucasians, Africans, Lebanese, Turks, or whoever the creator's race is..
Get enough of these bio-weapons bouncing around the planet at the same time, and pretty soon, no one's left..
Anyone insane enough to suggest such a thing has a good chance that his government will soon shorten his life-span.. considerably..

He is probably kept in a mental institution somewhere, and paraded out once in a while, dressed up in his "general's" uniform, then hustled back to his padded cell and restraints after the party...

Quix: They would not, per se, be above doing that. Doesn't appear nor feel like they are doing that, in this case. And the military folks I talked to while living there, on several occasions, did not fit the profile you are assuming.

3.8 * 640 ~ 2.4 billion acre in the US
So for an entire world population of 6 billion, that's about 2.5 persons per acre if spread over the entire US. Somebody wanna calculate the ratio of the land area of Texas to that of the US?
