Yes, the Casino's in MS are built out on Barges, because it's against the law to gamble on land.. You'd never know it, from the looks of the structures.
But the Casino Hotels are built on land.

Someone was reporting that most of the casinos are built on barges, to float? He sounded pretty smart about it. Wondering if it's true.That's what (MS Gov. - R) Haley Barbour was saying yesterday - it had been the law up until this year. He was worried they might break free of their chains and get blown into town.

thats what I will take away from this if NO is spared - the models that predict this armadgeddon scenario for NO, in reailty, can't occur, or if they can, the odds are fantastic.
it would be a hoot if the best forecaster for this storm, is "Sam", the guy that Shep Smith interviewed in the Daquiri Bar on bourbon street.

Worst part for NO still to come when the wind comes around from the north over Lake Pontchartrain which is when the levee's will be tested big time!

Same kind of laws in Indiana and Illinois. The casinos themselves are on boats, but the hotel facilities are on land -- but it is difficult to tell.

Due to the original legal requirements, the actaul gaming floors are built on huge barge-structure floors so that gaming is "on the water". Often these floors float inside a fixed wall and roof strucutre, but sometimes that whole thing floats. some of these are so large that you don't feel any movement during even a normal storm.
However, they can rise in a storm surge, rip connective links, tear a wall out of the surrounding strucutre, and do all sorts of damge.

"Pumps failed" could mean that they're pumping against the water.
There are pumps all over the city, most pump into Lake Pontchartrain, if the lake is high then the pumps can't move the water out.
