Newark, NJ, didn't even need martial law to do this, as I remember, back in the 1960s riots.
My great Uncle was a cop in the Newark PD during the 1967 riots. He said that there was total disorganization due to a lack of communication and coordination between the city and the state. As a result, you often had National Guardsmen shooting at NPD and vice versa.
