NEW ORLEANS, Louisiana (CNN) -- Nightfall and rising violence threatened to further disrupt relief efforts Thursday in New Orleans as authorities rescued residents still trapped in the flooded city and evacuated thousands of others living among corpses and human waste.
The director of the Federal Emergency Management Agency, Michael Brown, said his agency was attempting to work "under conditions of urban warfare."
"Please don't send the National Guard," he said. "Send someone with a bullhorn outside the place that can talk to these people first."
He described scenes of lawlessness and desperation, with people simply dragging corpses into corners.
"They have quite a few people running around here with guns," he said. "You got these young teenage boys running around up here raping these girls."
"There are multiple people dying at the convention center," Lawrence said. "There was an old woman, dead in a wheelchair with a blanket draped over her, pushed up against a wall. Horrible, horrible conditions.
"We saw a man who went into a seizure, literally dying right in front of us."
Nagin said that "the convention center is unsanitary and unsafe and we are running out of supplies for [15,000 to 20,000] people."

This is Thug Culture. It's the real-world expression of the violence, envy, resentment, and outright hatred that has been deified by popular culture for quite some time now, codified by rappers, fanned by race hustlers and glorified by Hollywood. This is what it looks like. It isn't civil war at all because the good guys aren't shooting back.
What the purveyers of this toxic little subculture do best is blame other people for it, so it doesn't look to be re-examined very soon.
Maybe it would be better to remove as many of the innocents as possible, and then breach the Mississippi Levee.
They drowned. They were sent home Sunday night and were trapped in their homes by the hurricane.
Well, the ammo I saw in the policemans hands was DVD's.
It is embarrassing. We have got to fix this soon. And what is terrible is, these same thugs will be evacuated from the Superdome to the Astrodome. There is no excuse for this inhuman behavior.
I think 'gut check' time was when the looting started and Nagin, Blanco, & the state AG pretty much said it's no big deal. Then it was clear on the streets that it was a lawless city and it degenerated from there.
That's the critical juncture, as far as the looting goes.
What is also clear is that this episode illustrates a broad failure on the local, state, and federal level. After 4 years of homeland security prep, it looks like it didn't matter very much.
The bad guys have to be watching, and the message is clear. The USA isn't ready for a severe bodyblow.
I can't help but think that shooting a few looters on day one and getting it well publicized would have taken care of most of this problem.
Imagine how different things in NO would be if all these thugs acted like real human beings and used their energy trying to help their fellow man, instead of preying on him.
Another person made a great point in this thread. These thugs are soon to be sent to refugee centers all over the place. Should get real interesting.

If I were a Houston resident, I would be screaming bloody murder to send the people back to LA. Houston does not have the thug culture to the extent NO does.
We'd all be better off if they were sent to the Thunderdome.
