We appreciate the willingness and generosity of our Nation first responders to deploy during disasters. But such efforts must be coordinated so that fire-rescue efforts are the most effective possible. He was correct to say this. When I was a volunteer EMT in Virginia, between six and seven pm when the county was transitioning between the paid crew and the volunteers, the tones dropped for a head-on collision on Rt 1. All the paid units heard it and turned around. All county volunteers heard it and rushed to their stations.
The result was that my station went out of service for nearly three hours, because both of our ambulances responded independently. Because we'd switched to an alternate channel, the second unit didn't hear that I'd already picked up the ambulance and responded.
It was chaos. People and ambulances everywhere, stations left unattended for calls, no command and control. Both out units were trashed; we were lucky we didn't get any other calls for awhile. As Jeff Foxworthy would say, "It was pandelerium!"
The debrief wasn't pretty.

We had all types of electronic brownshirted trolls trying to derail and detract the threads last night.
When a name popped up with a new signon date, a forum check showed them spewing the same nonsense on several threads.
The mods were whacking them quickly.
I think that we will see some of the older trolling moles with older signon dates exposing themselves. They are losing this battle bigtime, and they know it.

Declaring a federal disiater area doesn't put the feds in charge. It just authorizes them to move assets into the area to be used to assist local/State officials at the direction of those officials. It's also used so that federal funding is authorized for various disaster relief programs....
I have read that never before has a President declared a federal disaster area prior to the disaster occurring. Bush doing so gave FEMA 48 hours of head start before the hurricane to preposition supplies ready to move in right after the storm ...they did so, in Baton Rouge, in collocation with the Goveror's office.
Col David Hunt, on Fox News interview, said that his investigation showed that FEMA had satellite phones to communicate with its people. They were ready and up in Baton Rouge before the storm hit. State and local authorities had nothing....He said the State was "blind" about what was happening on the ground in New Orleans. They had no "eyes".
The State and locals had done no prior communication planning for a contingency when the power and commo went down in New Orleans. This was crippling to early operations because the State Governor was in charge and FEMA was supposed to operate in coordination with her staff.
The Governor also apparently failed to order the National Guard to provide security even though looting began within hours after the storm. This is why why some complained the Guard was sitting in Baton Rouge (6,000 strong on alert) while the New Orleans first responders were beseiged.
Most federal managers will stand fast unitl the chain of command is exercised...others may have realized the magnitude of ineptitude and the human cost of delay and begun semi-autonomous (from the Governor's staff) efforts to save lives without formal coordination. But no Federal or mobilized Guard asset would (or should) perform security operations to help the state/local police or even provide armed protection of their own people and rescue equipment, without a lawful direct order from the Governor. Apparently, this they lacked for the first 24-48 hours after the storm. Time will tell the tale.

I just don't understand how MSM can continually beat this drum about the Federal Government not sending help soon enough. From what I can tell, every state had to have a disaster plan on record by a certain date or they wouldn't get money from Homeland Security. That's what the Emergency Management Assistance Compact is for, to spell out the responsibilities of the state requesting assistance and the state that is giving assistance. That means a lot of the MSM consumers, both in state and local government and those who volunteer as firemen,etc. know that it is the state that needs to tell another state what they need in terms of help. Having read your posts for some time now I know you know the inside scoop about this. I'm just venting. It's frustrating!

According to the Emergency Management Assistance Compact, a phone call from one governor to another is all that is needed. The requesting governor then has thirty days to issue the request in writing. That is why Richardson sent the 200 NG before Thursday (see his press office statement post 38)
