The same ones who were too busy looting to be bothered with keeping civil order?
The same ones who were reported as turning in their badges rather than trying to maintain order.
Or the ones too busy walking off the job to be bothered with keeping civil order, or the ones too busy pocketing money to set up a flood-resistant communications system.
Consider these two bits of information -
1. Two thirds of New Orleans poulation is African-American.
2. Two thirds of the New Orleans Police Dept. abandoned their posts.
I'm sure it's just a coincidence, but...it makes me wonder.
Let's not forget the ones who did their best with no support from above.
