Although it's obvious these were taken at different times of the nights due to less lighting in areas not affected, it's still very impressive.

This is a good answer to the "why no help" for NO crowd. If NO ever flooded help was supossed to come from the surronding areas. They were also evacuation areas. They said the damaged area was big, this is a good illustration of how big.
