I hear that Detroit is making a pitch to these people. I guess it makes sense. Detroit's population has been sinking fast in recent years.
Unfortunately, though, Detroit doesn't have the tax base to sustain them on handouts.

Other than being unflooded many of the empty Detroit houses may not be in much better shape than the ones in NO, but once there they'd only have Democrats to complain about it so we won't hear any gripes nationally. And Wayne county might finally be able to produce its blue vote quota without cheating. Many such houses have their ownership tied up in legal knots, but the city of Detroit could exercise eminent domain and take them over in mass for this purpose now the supremes claim that is kosher.
