Don't Refloat

The case against rebuilding the sunken city of New Orleans.

What's to rebuild?

Nobody can deny New Orleans' cultural primacy or its historical importance. But before we refloat the sunken city, before we think of spending billions of dollars rebuilding levees that may not hold back the next storm, before we contemplate reconstructing the thousands of homes now disintegrating in the toxic tang of the flood, let's investigate what sort of place Katrina destroyed.

The city's romance is not the reality for most who live there. It's a poor place, with about 27 percent of the population of 484,000 living under the poverty line, and it's a black place, where 67 percent are African-American. In 65 percent of families living in poverty, no husband is present. When you overlap this New York Times map, which illustrates how the hurricane's floodwaters inundated 80 percent of the city, with this demographic map from the Greater New Orleans Community Data Center, which shows where the black population lives, and this one that shows where the poverty cases live, it's transparent whom Katrina hit the hardest.

New Orleans' public schools, which are 93 percent black, have failed their citizens. The state of Louisiana rates 47 percent of New Orleans schools as "Academically Unacceptable" and another 26 percent are under "Academic Warning." About 25 percent of adults have no high-school diploma.

The question is whether or not the citizens of New Orleans want to rebuild or not. It is there call. We could cut the subsidy, but I doubt we will. We could also cut the flood insurance subsidy for anyone that lives on a barrier island or river flood plain, but I doubt we will.

The difference in school data is that many of the non-black citizens have their children placed in private and/or Catholic schools since the public ones are so bad.

I was listening to the comedy channel on satellite radio while driving down the coast today, and one of the expanding number of "redneck comics" was doing his routine. He said, "Do you ever wish you could reach into your television set and slap the people you see there? His routine centered on Mississippi River flood victims, the same ones we've seen on TV every four years since TV was invented. He mimicked the typical comment from these people," Yea. We've lost EVERYTHING! That's the 15th time our town has been wiped out by flooding. Oh well, I guess we'll just rebuild again." ; - )

You dont want to know ... if you were white and raising a family, would you live in that place? would you send kids to schools with those marks?

it is refering to the public schools. most whites go to private, private catholic schools.

The person interpeting the map is wrong about most of the area hit by Katrina was the black area. Most of the area hit was white areas or mixed neighborhoods.

If you really wanted to help the black population of New Orleans seems like you would support school vouchers since the public schools do such a bad job. But of course, helping someone is the last thing the Dems really want. They just want to keep people down and dependent, and protect those Union school jobs.

Well I'd say not!

I bet most whites in the city of NO proper are either retired, young and unmarried/childless, or send their kids to private schools.

The city of New Orleans is (was??) the perfect example of why public schools don't work and neither does Democratic policy...

It will be rebuilt. NO is a big port, oil, Mississippi river, etc. Bulldoze the low areas, create a big lake. Land values will increase. Lots of high rise. NY City on the gulf. They still have the French Quarter. (and a new SuperDome) :)

You might be interested in knowing that the LA Times polled black teachers in the LA County School District and discovered that 75% send their own children to private schools. Black teaching incompetence in America's public schools is a national disgrace, and a crime against the children who are its victims.

That is an interesting idea, and probably a good one, that I am *sure* would get demagogued by Jesse Jacksontypes as some kind of racial genocide of the poor neighborhoods, etc. create a country club and leave the black man homeless, etc etc...
