Did anyone just see the exchange between Anderson Cooper and Eddie Compass? He tried to pin the chief down on the evacuation issue and the chief about blew a circuit breaker.

I sent him an email asking if I can hire someone to take pictures of him and his lover(s) at his next bathhouse circle party. I have yet to get a reply.

I think you're right on most or all counts. I just hate the waste, the ripping-off "because we can" attitude, and the lack of organization. I hate thinking my state would be part of any of that. I hate thinking my state would jump the gun before they knew we actually had X number of people coming here - not just "maybe" but actually coming here.

OTOH, evacuees refused to go to the cruise ships that were offered because they didn't want to move again and be one more step away from finding loved ones. So I understand even the best laid plans can go awry. (Plus, I wanted to help, so I'm personally bummed that we don't get to house some evacuees here. But if they have found loved ones and places to stay that are closer to home, I'm certainly happy for them.)

That's very much like the Orleans Parish School Board, which was taken over in July 2005 by a management restructuring firm named Alvarez & Marsal.

The Board Superintendent had been effectively replaced by a professional CEO from A&M, and the pursestrings have been tightened all the way around.

I agree that Louisiana and N.O. officials should be very carefully watched or even prevented from touching the funds.

COOPER: Who did you beg for the buses? Who were you begging for buses? To the governor?

COMPASS: To the government. We had -- our city was under water. So our buses that we had staged were in high areas where we couldn't get them. So when the water started to recede, the areas where the buses were parked didn't recede. So we were caught. I mean, it was something --. COOPER: But I'm just -- the next time I interview the governor, I want to be able to ask the right questions to try to get these answers. So you're saying you asked the governor for buses?

COMPASS: I didn't personally ask for anything. The mayor asked for the buses. I don't know exactly who he talked to, whether it was the governor or the federal government. I wasn't privy to that. I was too busy fighting the battle on the street. I don't know who the buses were asked of. I don't know. I had my hands full. We were fighting for our lives. So I just wanted the buses to come.

COOPER: Yes. And we've seen that a lot of your officers, you know, working around the clock, day after day after day without any ammo, without any radios. I mean, they did a heroic job. Can you tell me what the policy is right now, though? Are you going to start shooting stray animals? There's a lot of rumors floating around about that. And also, are people being asked to evacuate? Are they allowed to take their animals with them?

COMPASS: The evacuation is being held -- being coordinated by Ms. Sherry Landry, the city attorney. So I'm not allowed to comment on what the plan. I'm strictly law enforcement and security of the city right now. The mayor has given everyone different tasks, so there don't be any mixed messages. I'm strictly law enforcement. The evacuation is taking place, and she's involved with the coordination. That's Sherry Landry, the city attorney.

COOPER: OK. If your officers aren't involved in going to, you know, asking people to leave, you're saying?

COMPASS: The plan that's going to be in place in all the comments involving evacuation will be by Sherry Landry, the city attorney. That was the mayors orders. And, I mean, I work for the mayor, and I'm not going to disrespect him. You know, so I really can't comment on it. I'm sorry.

I recall it. At the time the photos of all those buses were starting to circulate. I thought his screaming was to distract attention from the flooded buses.

Exactly. There should have been a plan. And clearly, there wasn't. Even after the inadequacies of their emergency drill last year. They knew the problem very clearly. They completely failed to prepare. And when it was too late they played the blame-game.

dawn53:Nobody's really asking the question, but the question that needs to be asked is, "Why did you wait so long to order an evacuation?" By the time they ordered the evac, it was too late, and I think they knew it.

They hoped Katrina would miss them. And it mostly did. Then the levees broke. Still, the complete inadequacy of their planning is plain enough. Look at the results and realize these incompetents were actually very lucky.

Jotmo:Bus drivers are irrelevant. Anyone who can drive a stick, can drive a school bus, and ALL city transit busses are automatic. Any politician who would let the lack of correct paperwork on the part of the drivers hold up an evacuation should be lynched.

I think the problem was lack of preparation and the media circus and the genera failure by so many agencies. Command-and-control was a bigger failure than the actual forces they had at their disposal. And Blanco's failure to move the Guard in quickly enough was a disaster.

During an emergency, there is a "Good Samaritan" law which protects people from liability if they are in the process of saving a person's life. Otherwise, no one would assist in an emergency for fear of being sued. Don't you think such a law would apply in this case, esp. if special dispensation was granted by the mayor or the governor?

Just keeping FReepers up to date. I'm no fan of Compass. I think he, like a lot of folks in positions of power down there, is in way over his head. Or he may be just plain stupid. Or both.

The chief of police in New Orleans works directly for the mayor, and can be hired or fired on a whim. I wouldn't be surprised to find that Nagin was behind all of this. Another stupid thing Compass did was to order all officers to wear their garrison caps and to try to smile all the time. As if this would solve some of the problems with the NOPD's bad image among the locals.

The NOPD also has a residency rule, fearing to hire "outsiders" for fear that they might not understand the "needs" and "culture" of poor black folk in the city. This has caused many officers to quit and move elsewhere. A lot of the officers they did hire, were simply looking for a check, who had no intentions of ever doing their jobs. Can you say Walmart?

Here's the true picture of the dynamics involved:

1) The Dims demand an investigation of the Katrina-related failures

2) The Republicans agree, and begin to establish the ground-rules for the investigating committee

3) The Dims suddenly realize they're about to be hoisted on their own petard and refuse to be on such a committee (See Pelosi)

4) The MSM suddenly realize that the local Dims' failures will be revealed to the nation, so they reverse course, and begin to ask some tough questions

5) Drama Queen Compass loses it when he's asked a couple of these tough questions

6) FReepers laugh derisively at Compass
