this is not a hard problem to deal with,,,,they should broadcast and get the news out to any displaced sex offenders to go to local authorities within 3 days and tell of their whereabouts---the ones who don't respond should have their picture and names posted all over the news and internet and sent to every shelter/motel possible,,,,,,how hard is that??

There is also the kind where the girl actively pursues an older man and seduces them.
Then there is the kind where it is legal until one of a girlfriend/boy friend pair turns 18 and then that person becomes a statory rapist.
Makes no difference. The law treats them all the same.
