My take on it is that the difference is that both dogs and housecats are uniquely bound to humankind, unlike any other animal that I can think of, in that they helped create an environment where humans could engage in agriculture and ultimately advance to more civilized societies.
Dogs and housecats (I say housecats to differentiate from cats in general, which include cougars, jaguars, tigers lions, bobcats, etc.) were not animals of toil, like oxen or horses, or food sources, like cows and poultry. Instead, they were "employees" in a sense. For food and lodging, so to speak, they earned their keep: cats kept down the rodents and reptiles (I've been told that storage of grain was virtually impossible without the help of cats to control rat populations), and even today a good gopher-hunting cat when you've got a large yard is very convenient!). Dogs did and still do help herd animals, help men hunt game, protect children and families, kill rodents, and so forth.
Snakes and mice, on the other hand, share no such symbiotic or sympathetic bond with us. That, for me, justifies the difference in tossing a mouse to a snake and not thinking twice, while finding abhorrent the tossing of a cat to a pit-bull. Interestingly, I would be just as disgusted to hear of a man who threw, say, a good Australian Shepherd or a worthy hound, to a tiger. A family I knew as a kid had an Australian Shepherd who took a hit from a rattlesnake to protect one of the kids. The dog would have died, except that its owners were able to get it to vet in the nick of time. I have heard of cats that have woken whole families to get them out of burning houses. Have never heard of a snake or a pet mouse do something comparable!
Why would you neuter a dead dog?
There's a difference between slaughtering farm animals for human consumption and picking up a kitten that belongs to someone else (while other children were playing with it) and throwing it to your pit bull for it to eat.
Funny they never said anything about the Muslims in NC slaughtering lambs for a religions ceromony...

The kitten was someone's pet. Dog food is available at the store. You don't go to the pet store and buy feeder kittens.
Neuter the dog and shoot the man. This is the kind of person who is thoughtless ( obviously) and careless, and will allow his dog to run loose and attack your children. I speak from experience (I am a pediatric nurse) when I say I am SICK of taking care of kids bitten by wandering dogs. The pit bulls do the most harm, they bite and don't let go. It embarrasses me that this 'human' lives in KY.
Bottom line: I'm all for species profiling. Dogs and housecats are at the top of the list of those to be favored and safeguarded against cruelty, if only because of their "independent contractor" status in human history and civilization-building that is unique in the animal kingdom. They helped us get where we are! Many popular pet birds, like macaws and African greys, even ridiculous little parakeets, are highly intelligent, so I (if anybody asked) would put them on a cruelty-safeguard list.
The more intelligent the animal, the more likely I would give it "safeguard" status in charges of animal cruelty. Insects, rodents (yes, I had my share of rodent pets as a kid, and know how surprisingly intelligent they can be), domesticated stock animals bred for human consumption, I think are off the safeguard list. Of course you're going to get people who will say sending them to the slaughterhouse is cruel, but again, I'm all for profiling and have no problem making judgement calls, such as it's okay to slaughter a highly intelligent pig for market, but not okay to slaughter a less-intelligent chihuahua for kicks. Call me inconsistent, but what human isn't?
I don't like wanton torture or cruelty to any critter, not even a spider. As a little girl, I used to kick ass on the playground when I saw boys being boys and stabbing ants one by one with toothpicks! I was a redhead, what can I say. But personally I am convinced that the person who indulges in true torture and cruelty to any animal suffers his own kind of hell.
