I have a suggestion for all re-districting in every state. Set it up by counties. If a county is big (like San Diego) - then it would have more than one rep. depending on the population within the county - but all the reps would still be for the whole county - not little nit-picky areas within one county.

How about that ..?? This way .. the district lines ARE NEVER MOVED because they're the county lines. The county mix is what it is. If you have more than one rep in your county, then maybe at least one of the reps will see things from your viewpoint.

Of course, that is probably just too simple to be acceptable.

What you suggest would not comply with Earl Warren's 1960s rulings on "one-man, one-vote."
