The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

We expect Afghanistan to be bombarded, even though the non-believers will say that they do so because of the presence of Osama. That is why we, together with our brothers, live on these mountains far away from Muslims in villages and towns, in order to spare them any harm.

Pakistan Claims Arrested Of Taliban Spokesman Abdul Latif Hakimi

The authorities in Pakistan say they have arrested leading Taleban spokesman Latifullah Hakimi. "Our
security forces captured him today, and he is in our custody," said Interior Minister Aftab Khan
Sherpao.

Mr Hakimi has spoken regularly on behalf of the Taleban, who US-led forces drove from power in
Afghanistan after the 11 September, 2001 attacks.

Pakistan Information Minister Sheikh Rashid Ahmed said he was detained in Balochistan province. The
Taleban oppose the US-backed government of President Hamid Karzai in Kabul. They have been
blamed for a wave of attacks, mainly in the south and east of Afghanistan this year.

Mr Karzai's government has frequently accused Pakistan of not doing enough to curb incursions by
Taleban fighters and other militants, which it says are based on Pakistani soil. Islamabad denies the
allegations.

'Blow'

Pakistan's authorities publicly withdrew their support for the Taleban after the ruling Afghan militia
were ousted four years ago, but Pakistan's Western allies have accused it of not severing ties
completely.

The BBC's Barbara Plett in Islamabad says Mr Hakimi's arrest is being seen as a message that
Islamabad is doing whatever it can. She says analysts see this as a bigger blow to the Taleban than
the capture of many of its military commanders, because Latifullah Hakimi was regarded as the voice
of the group.

Mr Hakimi's exact ties to the Taleban have not been verified, but according to Afghan and US officials
quoted by the Associated Press news agency, he is believed to represent factions within the group.
He was a key contact for journalists seeking to establish whether or not the Taleban had carried out
particular attacks in Afghanistan.

He usually spoke by satellite phone, occasionally switching to mobile phones registered in Afghanistan
or Pakistan.

'Big Success'

He last spoke to the BBC on Thursday, telling Rahimullah Yusufzai in Peshawar that a blast that killed
12 people near an army base in Kabul last week was caused by a Taleban bomber. Mr Sherpao told
private Pakistani TV station, Geo, that Mr Hakimi's capture is a "big success" for the law enforcement
agencies.

A spokesman for President Karzai said he hoped the arrest would lead to other Taleban leaders being
detained.

"We are grateful for the arrest of Hakimi by the Pakistani government. He was a person who claimed
the lives of many innocent people like clerics, doctors, teachers," the spokesman, Khaliq Ahmed
Khaliq, told the BBC.

Two al-Qaeda members, one former and the other perhaps still a member, have suggested that the organization is not a great employer.

In the letter, which the U.S. military said in August it had discovered during a raid on an al-Qaeda hideout in Mosul, Abu Zayd called the conditions of his employment "deplorable" and complained of bad pay, poor housing and the marginalization of non-Iraqi fighters.

Hit reply too soon..

They defeated the Russians because of Stinger Missiles the CIA gave them to knock down the helicopters. UBL seems to indicate in 1999 that he realized we would not do the same if/when we went into Afghanistan. He had already seen what we did in Iraq in 1991, and remembered how we hit his camps under Clinton.

9/11 was his way of waking us up. He wanted us in the Middle East/Southeast Asia. He wanted us to stir up trouble... he figured it would add fuel to the fire. I don't think he expected quite what we brought, but I doubt he was entirely surprised.

This has been their tactic of choice, with 911 being an outlier to their MO.

Agree with your thoughts for the most part... Not completely convinced we can call 9/11 an outlier, as we have no other successful attacks on America to compare it to. Clearly 93 had the same massive motives. The Millennium attacks were also poised to be very large in scale. America simply does not have the pool of eligible Muslim extremists (right now) that most of the other places we have seen attacks do. If you can pull off small attacks every 6 months to a year, why not go with 4 backpack bombs that kill as many as one well placed truck bomb?

I don't think they are in a similar position regarding the U.S., unless there are really thousands of sleepers waiting for activation... a claim I wonder about at this point. If the upper management can only gather resources to pull off an attack/s once every few years here, it seems they would have much greater interest in 9/11 style, rather than London style, planning.

Strength

Al-Qaida probably has several thousand members and associates. The
arrests of senior-level al-Qaida operatives have interrupted some
terrorist plots. Also serves as a focal point or umbrella organization for
a worldwide network that includes many Sunni Islamic extremist

Location/Area of Operation

Al-Qaida has cells worldwide and is reinforced by its ties to Sunni

If this is what al Qaida has been lowered to, we might as well declare victory now and have a party in the street. Sure, it could have been much worse than it ended up being... but, one bomber at one game? Even in a terribly defeated state, I would expect more than that from bin Laden, et al.

I agree completely. They may or may not have access to nukes or other WMD, but if that's the best they can do then they really have been all but defeated. I don't believe that for a moment - there are far too many ways to hit us badly that don't involve WMD.

The Demographic Battlespace

In accurately de€ning the contextual and cultural
population of the task force battlespace, it became rapidly
apparent that we needed to develop a keen
understanding of demographics as well as the cultural
intricacies that drive the Iraqi population.3 Although
tactically distinct in scope, density, and challenges, we
operationally divided the populace into three categories
that help de€ne the battlespace: anti-Iraqi forces,
supporters, and fence-sitters.

Anti-Iraqi forces. The €rst group de€ned as insurgents
(and terrorists) were those who cannot be changed, who
cannot be inuenced, and who, although politically and
ethnically different in scope, had essentially the same
desired endstate- to perceptually de-legitimize the
current Iraqi Government and drive a wedge between the
Iraqi populace and coalition forces.4 Through forcing a
demonstration of the inability of the government to bring
security, projects, hope, and prosperity to the city of
Baghdad and greater Iraq and increasing the
psychological distance between coalition forces and the
Iraqi populace through increased limited use of force, they
turn the populace to accept their message.5 Their aim is
disruption for political gain; their organization is cellular
based and organized crime-like in terms of its rapid ability
to take advantage of tactical and operational gaps. Iraqi
insurgents take full advantage of the Arab Bedouin-based
tribal culture so important to understanding the
battlespace. They target the disenfranchised
neighborhoods that see little to no progress, recruiting
from those who see, through the insurgent, basic services
being ful€lled, societal leadership, safety being provided,
and ultimately, direction given.

When the insurgent achieves his goal, the methods of
resistance among the populace take a spectrum of forms
ranging from avoidance to sympathetic obliviousness or
passing of information to direct attacks against coalition
forces. Intimidation of the people, in particular, those who
work for the coalition, public sector employees, and
government of€cials is a technique used quite effectively.
The insurgents are small in relative size and cellular in
design operating normally off of intent, but their effect can
and does achieve tactical and operational signi€cance. It
takes few insurgents speci€cally targeting a small group
of select individuals to achieve resonance across a large
portion of the population.

In an effort to describe the effect, a corollary would be
the effect the D.C. Sniper had on the Capital and Nation in
2002. Fear gripped the city and the Nation, producing a
paralysis that had a quanti€able effect on the economy.
Every white van was suspect. People feared stopping at
gas stations and parking at retail establishments because
they could be the next victims. Multiply this 100-fold and
you can understand the effect and role anti-Iraqi forces
have from an intimidation perspective on the populace.

What made our challenge completely different from any
other our military has endured is the unique variable of
international terrorism. Terrorist aims do not lie with the
interests of the Iraqi populace but, rather, global
objectives played out on the world stage through
manipulation of media and the resonance associated with
a "spectacular event."

Direct-action killing or capturing the terrorist was (and is)
the only option to immediately mitigate their strategic
effect. We also chose an indirect approach, through
co-option of the populace using information operations, to
deny the terrorist physical and psychological sanctuary in
an effort to thwart their objectives.

Supporters. The second demographic consisted of
supporters who represented the coalition force base of
support throughout neighborhoods, districts, and the
government. The supporters see the future of Iraq
through cooperation with the currently established Iraqi
Government and coalition forces. The reality is that, when
queried, most supporters preferred the removal of
coalition forces from Baghdad and Iraq, but they
simultaneously recognized the relative importance of the
security provided and the ow of funding from these
contributing nations to the short- and long-term future of
Iraq.

While a large majority of Iraqis do not like the presence of
coalition forces, during a February 2005 Baghdad survey,
the question was posed as to when coalition forces
should leave Iraq. In the Task Force Baghdad area of
operations, 72 percent of those polled stated that only
after certain security and economic conditions were met
would it be appropriate for coalition forces to leave. This
clearly demonstrated to the task force that although the
Iraqi populace inherently did not like the presence of
coalition forces in their country, they understood the
value of that presence and the need to €rst establish
certain conditions before withdrawal began.

Fence-sitters. Finally, we had those on the proverbial
fence. We considered the fence-sitters as the operational
center of gravity for both Task Force Baghdad and
insurgent forces. They are the bulk of the populace, and
they are waiting to decide who will get their support.
From the intelligentsia to the poor and uneducated who
have little or no hope, the fence-sitters are waiting on
clear signs of progress and direction before casting their
support.

The fence-sitters become the base from which power is
derived. Strong evidence exists that suggests Muqtada Al
Sadr's attacks against coalition forces in early August
2004 were initiated because of the visible signs of
progress manifested by the number of projects and local
labor force hires that threatened his scope of power and
ability to recruit €ghters within the Shi'a population.
Insurgents can clearly inuence the fence-sitters by
attacking visible symbols of government services and
provoking government repression, both of which discredit
the legitimacy of the government. In a further
demonstration of potency, the insurgents then step in
and provide a shadow government.6

In both the Beslan school and stadium incident construction took place prior to the attack. The bombs were placed during a rennovation and wired for later use.

World War II bomb disrupts flights at Amsterdam's Airport(10/6/05)

Amsterdam: Flight traffic at Amsterdam's Schipol airport has been severely disrupted by the discovery of a World War II bomb, air traffic authorities said Thursday.

"We are assuming that we will be able to operate with only two instead of three runways," a spokesman said, predicting the disruption would last throughout the day.

A nearby road has also been closed. Initial reports said the bomb was a 500-pounder (230 kg) of British make. It could be sensitive to vibrations and was likely to be primed for explosion. It was found late Wednesday during digging works on agricultural land near a provincial road in the Haarlemmermeer district.

JOHN TESH RADIO SHOW ASSEMBLES A CONVOY BOUND FOR THE EAST COAST
Caravan of Motor Homes Will Provide Needed Shelter for Displaced Families in Adopted Communities

LOS ANGELES, CALIF. (ANS) -- On Oct. 12, a convoy of motor homes, travel trailers and RV's will depart Birmingham, Ala. on a trip that will provide temporary housing for families in Slidell, La., and Long Beach, Miss.

According to a news release from “The John Tesh Radio Show,” the “Katrina Convoy” will head for these two locations that have been adopted by John Tesh and the listeners of his nationally syndicated radio show (http://tesh.com/radio_relief/adopt/adopt_convoy.html). (Pictured: John Tesh).

Through contributions from caring individuals nationwide and corporations such as Nestle's, “The John Tesh Radio Show” is purchasing used transportable housing to donate to the two hard-hit cities, where the news release stated Tesh worked in relief efforts directly following Hurricane Katrina.

Also being accepted, the news release stated, are donations of motor homes and travel trailers driven to the Birmingham, Ala. location by Oct. 11, and items such as cleaning supplies and toiletries to be loaded into the motor homes of the convoy.

Tesh said in the news release, “The purpose of this ‘Katrina Convoy’ is not only to serve the residents of the Gulf Coast, but to encourage others to put together ‘out-of-the-box’ ideas for relief.”

“The John Tesh Radio Show” affiliate, WYSF, in Birmingham, Ala., is a key partner in organizing the massive efforts, the news release stated. Other contributing media outlets will be e CNN, MSNBC, FOX and of Tesh’s “old stomping ground,” “Entertainment Tonight.”

Gov. Bob Riley of Ala. has also signed on, the news release stated, to assist in making the “Katrina Convoy” another “incredible example of American generosity, and one that will make life easier for many families who have lost everything.”

Staff members of “The John Tesh Radio Show” have been in constant communication with citizens and administrators in Slidell and Long Beach, who indicated within a few days of the hurricane that the number one need for victims of Katrina is shelter. It was this knowledge, the news release stated, that prompted the creation of the Katrina Convoy.
