The most substantial characteristic of the technology is ten times a higher flow-out rate, which otherwise only by a nuclear fusion engine - which (still) does not exist - is attainable. I think it's more complicated than that. Thrust requires two things: energy and 'stuff'. Increasing the flow rate reduces the amount of 'stuff', but energy is still required. On the other hand, the energy might be obtained via means that don't normally expel large amounts of "stuff".

I think a plasma drive (or more than one) has been tested in space. They still need to be launched from Earth using conventional rockets, but are literally the only technology that can be built today which could push a (very durable) probe to another star system within a sort of reasonable time frame.
