NEW ORLEANS (AP) Two civilians have been arrested in the investigation into whether police stole almost 200 cars from a New Orleans Cadillac dealership during Hurricane Katrina, the Louisiana Attorney General's Office said Tuesday.
The investigation is continuing and arrests of police officers have not been ruled out, Kris Wartelle, a spokeswoman for Attorney General Charles Foti, said.
No details of the arrests were made public. More information was to be released Tuesday afternoon.
The attorney general is investigating allegations that New Orleans police made off with nearly 200 cars including 41 new Cadillacs in the Aug. 29 hurricane.
Police have acknowledged some cars were taken after patrol cars were flooded. It was not considered looting because the officers patrolled in the cars, Capt. Marlon Defillo said earlier this month. Police are cooperating with the investigation, he said.
The cars taken from the dealership included 88 new Cadillacs and Chevrolets, 40 used cars, 52 customers' cars and a restored 1970 El Camino and 1966 Impala.

Let's see what happened here. Police officers stole cars but so far two "civilians" have been arrested. I guess that makes sense. You wouldn't expect New Orleans police officers to arrest other officers for stealing, would you?

NEW ORLEANS (AP) Two civilians, including one who tracks down fugitives for a living, have been arrested in the investigation into whether police stole almost 200 cars from a New Orleans Cadillac dealership during Hurricane Katrina.
The two were identified by the state Attorney General's Office as Alroy M. Allen, 23, of New Orleans and Sean Franklin, 39, of Rayne. The men are accused of stealing a 2003 Cadillac Escalade from Sewell Cadillac Chevrolet in New Orleans.
Allen allegedly entered the dealership and stole the keys to several cars. It was unclear when Franklin joined him but both are accused in the theft of the Escalade, said Kris Wartelle, spokeswoman for Attorney General Charles Foti.
The arrests spring from an investigation into allegations that New Orleans police made off with nearly 200 cars including 41 new Cadillacs in the aftermath of the Aug. 29 hurricane.

Wartelle declined to detail the relationship between the suspects and New Orleans police. "Allen's a bounty hunter but as far as who they knew and who they were friends with, we cannot comment on that," Wartelle said.
Allen was booked with simple burglary, looting, felony theft and possession of stolen property. Franklin is charged with looting, simple burglary, felony theft and possession of stolen property.
The cars taken from the dealership included 88 new Cadillacs and Chevrolets, 40 used cars, 52 customers' cars and a restored 1970 El Camino and 1966 Impala.
No one was available for comment Tuesday at the car dealership.
More arrests are expected, Wartelle said, and she would not rule out the possibility of police being among those booked.
Allen and Franklin were arrested separately; Allen on Monday, Franklin on Oct. 17, when authorities seized the stolen Cadillac, the Attorney General's Office said.
By that time, both had been implicated in a fight that led to a shooting that wounded three people in Rayne on Aug. 31. The fight was not related to the breakin at the dealership.
Allen was charged by officials with three counts of aggravated battery in that incident. Attorney General's agents caught Franklin in Crowley shortly after the shootings and seized the Cadillac at that time. However, Franklin was not charged in the shooting incident.
