Those areas identified for repopulation are the cities bread and butter (i.e. tourist and/or tax revenue).

If the authors are implying that Nagin has identified these areas in order to get re-elected, even he isn't that dumb.

Their will be plenty of people from both parties to contest him next election. The Dumrats might be sticking by him thru this (in order to look like they're all one big happy family to get that $250 billion), but they won't support him for reelection.
