Yep. And they can't keep track of pedophiles, can't spare the resources to control the Illegals in their city and can't afford the costs of going after political corruption/white collar crime. Could it be there isn't enough profit as compared to the revenue soaked from unwitting drivers in the form of pricey tickets?
Nine people issue 96 tickets in a whole day. Is that really cost-effective?
How many burglaries, rapes, bank robberies, etc., did they miss?

The problem is and the reason there are so many pedestrian accidents is because pedestrians just step out in front of cars and expect them to go from 30 to 0 immediately.
It's much safer if pedestrians fend for themselves.

I live on a rural road, in the summer there are kids on bikes and scooters, folks riding horses, and old Grannies just trying to cross the road to talk to a neighbor. None of them give a damn about your schedule, or your need for speed thrills.

Whatever happened to pedestrians looking both ways?
Since no one was hit, I'd say the cars that needed to stop, stopped! Those that didn't stop, didn't hit a pedestrian. Where's the crime?
I agree with writing citations for drivers failing to yield to pedestrians in a crosswalk. But I disagree with using a plain-clothes officer as the "bait" pedestrian. The whole event is too staged.
At a dangerous intersection, there will be plenty of real pedestrians and vehicles, and plenty of violations. Plus, the pedestrian violaters could also get citations for walking against the red light / red hand, or for stepping into the path of a vehicle that has the right-of-way.
I walk a lot in LA & have been almost hit many times and actually hit once. Luckily, that time the girl was going about 3 miles per hour & apologized immediatley & profusely.
The offenders are usually one of 3 types:
Someone turning who wants to right who doesn't think they have to allow me to cross first
Someone on the phone not paying attention.
Someone looking the other direction as they are pulling out.
Sometimes I pretend they hit me by using my hand to pound the side of the car & "bounce backwards" if they have gotten too close. The look on their face is hilarious.
