The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

With hat in hand on the eve of his departure, a German prosecutor on
Monday
delivered more evidence of Syria's role in slaying a Lebanese political
figure and charged that some documentation had been burned and
destroyed in
Syria.

The report from Detlev Mehlis on the lethal car bombing of former
Lebanese
prime minister Rafik Hariri in February came just hours after another
bomb
killed Gibran Tueni, a vanguard Lebanese Christian MP on the forefront
of
the "Cedar Revolution", and three others.

Mehlis, in his final report to the United Nations Security Council,
charges
that Syria still has not cooperated fully with the UN investigation.
The
council has threatened sanctions if Syria does not comply.

Hariri's assassination has already swept strong political change into
the
region. Outraged Lebanese protesters took to the streets in the "Cedar
Revolution", demanding that Syria's occupying forces end their
three-decade
occupation of their country. Syria finally complied with long-standing
UN
Security Council demands and withdrew, and elections brought
anti-Syrian
parties to power in the government.

The probe by Mehlis, on leave from his job as one of Germany's top
anti-terrorist prosecutors, has run parallel to the political events.

The new report, which follows an initial report released in October,
further
substantiates earlier findings, adding thousands of new pages of
evidence.

Mehlis says 19 Lebanese and Syrians have now been identified as
suspects,
apparently including five of six Syrian officials questioned in Vienna,
Austria, last week by UN investigators.

"There is reason to believe that these [19] individuals may have been
involved in some way in the planning or execution of this crime or
engaged
in deliberate attempts to mislead the investigation as to its
perpetrators,"
he says.

The report does not name the 19 suspects, but gives names of witnesses.
Of
the 19, Mehlis says the Lebanese government has arrested four, who have
not
been re-interviewed by the UN commission.

Mehlis calls for the probe to be extended another six months after his
departure. It was clear from the beginning that he could only serve
until
year's end.

The burning of Syrian intelligence documents related to Lebanon was
reported
by two Syrian officials interviewed by Mehlis's commission. Syrian
Judge
Ghada Murad testified on December 8 that "no material regarding the
assassination of Mr Hariri had been found in Syrian intelligence
archives".

Mehlis's report urges Syria to be "more forthcoming" and provide "full
and
unconditional cooperation" with the investigation.

The investigation uncovered more specific information since October
about
how Syrian security services controlled and manipulated the situation
in
Lebanon.

Mehlis says a high-level Syrian official, immediately after the Hariri
murder, supplied arms and ammunition to groups and individuals in
Lebanon to
help "create public disorder" as a counterattack to accusations against
Syrian involvement.

Since October, UN-appointed investigators interviewed 52 new witnesses
and
obtained 37 000 new pages of documents on the case.

The UN commission had already interviewed more than 500 people and
obtained
tens of thousands of pages of documents and telephone conversations
between
Lebanese and Syrian officials and private individuals.

In other findings:

* The role of Sheikh Ahmed Abdel-al, a member of a pro-Syrian Lebanese
Sunni fundamentalist group, and his associates remains critical to
investigators, Mehlis says. There appears to be a link between the
group,
Al-Ahbash, and a number of "key suspects", based on telephone
conversations.




* Mehlis sheds more light on the controversial "masked" witness Hussam
Taher Hussam who had provided some of the original links between Syrian
and
Lebanese intelligence in the assassination. Last week, Hussam recanted,
claiming he had been tortured and bribed by the Lebanese government to
testify against Syria. But Mehlis says new information shows that the
Syrians were the ones who used force to make Hussam change his song, by
arresting and threatening some of Hussam's close relatives before he
recanted.



* Mehlis charges Syrian authorities with manipulating Hussam, "raising
serious questions about whether the Syrian judicial commission is
committed
to conducting an independent, transparent and professional
investigation
into this crime".



* Mehlis says his commission has obtained more evidence that Lebanese
and Syrian security services "controlled" Lebanese society through
Lebanese
agencies such as Military Intelligence, the Internal Security Force and
national police forces.



* According to testimony from a new witness interviewed in late
October, special agents were recruited by Lebanese and Syrian
intelligence
services to handle explosive devices, carry out threats against
"targeted
individuals" and plan other criminal activities, Mehlis says.



* The report establishes that Hariri had been under constant
surveillance by those agencies before he was killed.


UN Secretary General Kofi Annan said he is in the process of picking a
successor to Mehlis to ensure that the investigation continues. Last
week,
Security Council members indicated they will extend the probe another
six
months at Lebanon's behest. -- Sapa-DPA

The man who talked the other day on the prices of gold, said there would be adjustments, that it was normal.

I don't know how many days are left in this week for trading, but have noticed that on Fridays the Stock Market
is usually either way up or way down, the last minute trades.

Gold has gone up too fast, to stay there and go higher, would be my thought.

If it is still sliding on Friday, then I will worry.

Laughing, as I don't own gold, not even in my teeth.......

Still laughing, as I don't own stocks either.........

1300 drop in Dow is pretty big for one day.

But I am trying to recall a bit on a talk show, about some
man who had resigned as head of the company yesterday.

I need a nap, so names are not coming, but the talk was on if there would be a selling of stocks, it was a major company. Some how he got caught at something.

I will learn to read further, before I answer, maybe.....

Tancredo: 51 Terrorist Suspects Crossed Border Illegally

WASHINGTON, D.C. – Congressman Tom Tancredo (R-CO) today revealed figures which show that since October, 2004, 51 persons who have crossed into the U.S. illegally were arrested on suspicion of terrorism. The figures, part of a Department of Homeland Security response to a inquiry by the Congressman, document the national security risk our porous borders pose on the eve of Congress’ first attempt to rewrite immigration law in nearly a decade.

Federal law enforcement coordinates its terrorism efforts through “Joint Terrorism Task Forces” (JTTFs), which include officials from the Justice and Homeland Security Departments. Since October, 2004, JTTFs have kept track of arrested terrorist suspects who are in the U.S. illegally. The JTTF document shows 51 persons were arrested who had “entered without inspection” into the U.S. from countries such as Iran, Iraq, Lebanon, Egypt, Syria and Pakistan.

“If this isn’t a wake-up call to our lax border security, I don’t know what is,” said Tancredo. “What scares me is not this list from federal law enforcement—after all, we’ve already caught those terrorists. What scares me is the potentially hundreds of terrorists who make their way through our porous borders each year and go undetected.”

The JTTF document shows that the suspected illegal alien terrorists were arrested on a wide variety of charges from smuggling weapons into the U.S. to illegally wiring large sums of money into the country. Regardless of the particular charge, each illegal alien was flagged by a JTTF because of his or her suspected ties to terrorism.

“This week, the House is scheduled to complete a bill to strengthen our border security and enforce immigration laws throughout the country. Judging by these terrorism figures, Congress is not acting a moment too soon,” said Tancredo. “Knowing what we know now, what could Congress say if a terrorist attack occurred that secure borders would have prevented? We’ve relied on our good fortune for too long—we must protect Americans by stopping terrorists before they get here.”

The radio hosts and Rush Limbaugh, say that the NY Times
story of the trucks full of fake ballots found in Iraq, is a fake story.

Rush had a clip of the Gov. saying that they did not know
anything about them.

Suspect charged with plotting terror camp

NEW YORK (AP) — A Lebanese-born Swede has been charged in a plot to set up a terrorist training camp in Oregon, prosecutors said.

A criminal complaint charging Oussama Kassir with conspiring to provide material support to terrorists was unsealed Tuesday in U.S. District Court.

The case relates to an indictment in Manhattan already charging Mustafa Kamel Mustafa and Haroon Aswat. Aswat and Mustafa, the radical London cleric also known as Abu Hamza al-Masri, are being detained in England while awaiting extradition to the United States.

Kassir, 39, was arrested Sunday in the Czech Republic after a warrant was filed with Interpol, U.S. Attorney Michael J. Garcia said Tuesday. He remains detained in Prague as the United States pursues his extradition.

The complaint alleges that Kassir and others conspired to establish a training camp for holy war, or jihad, in Bly, Ore. According to the complaint, Kassir and others wanted to set up the camp to teach military-style methods so a community of Muslims could move to Afghanistan to fight or receive further training there.

Authorities in Oregon have said the camp never materialized beyond a dozen people taking target practice and was abandoned for unknown reasons.

The complaint refers to a letter faxed from one alleged conspirator to another saying that the Bly property was in a "pro-militia and firearms state" that "looks just like Afghanistan" and that the group was "stockpiling weapons and ammunition."

The complaint said that on Nov. 26, 1999, Kassir and another conspirator traveled from London to New York and then to Seattle and Bly to help with the training camp. Blye is an unincorporated town of a few hundred residents, 50 miles east of Klamath Falls.

Prosecutors said Kassir complained to a witness at Bly that there were only a few men available to train at the camp and that he was not going to waste his time with such a small number of men. Kassir also allegedly complained that the facilities and supplies were inadequate.

The government also said that a witness saw Kassir in possession of a compact disc with information about improvising poisons.

Kassir was detained Sunday at Prague's Ruzyne international airport and had been flying from Stockholm to Beirut, Prague police said.

"Supporters of terrorism must know that they should not feel safe in trying to hide overseas," Assistant Attorney General Alice S. Fisher said in a statement. "We will work to bring these individuals to justice, however long it takes."

Kassir was born in Lebanon and moved to Sweden in 1984, becoming a Swedish citizen in 1989. He spent several months in prison in 1998 for assaulting a police officer and drug possession.

A Swedish court jailed Kassir for 10 months two years ago for illegal weapons possession.

Aswat was arrested in Zambia in July in connection with the deadly July 7 London subway bombings.

Mustafa has previously denied any involvement in violence and says he is only a spokesman for political causes. Mustafa's lawyers have argued that he will not receive a fair hearing in the United States because President Bush has prejudiced any trial by publicly calling him a terrorism supporter. They also say some American evidence against the preacher may have been obtained from tortured witnesses.

Mustafa has called the Sept. 11, 2001, attacks a Jewish plot and the U.S.-led invasion of Iraq a war on Islam. In 2003, the Charity Commission barred al-Masri from preaching at his London mosque, which has been linked to several terrorist suspects.

TASK FORCE BAGHDAD SOLDIERS NAB 28 SUSPECTED TERRORISTS

BAGHDAD, Iraq — Task Force Baghdad Soldiers from 2nd Brigade Combat Team, 101st Airborne Division detained 28 suspected terrorists in two separate incidents during continuous operations south of Baghdad Dec. 8-9.

The Soldiers of C Company, 1st Battalion, 502nd Infantry Regiment nabbed 17 individuals Dec. 9 after they were identified by an informant to be associated with terrorist activity.

The capture began while the unit was conducting a cordon and search. Alert Soldiers observed three suspicious men in a nearby field who appeared to be in an overwatch position.

A patrol was sent to question the three individuals. As the Soldiers approached, the suspects jumped up and ran away in two groups. Coalition Forces engaged two of the men, killing them.

One of the other terrorists ran into a nearby house. Soldiers from C Co. immediately searched the home, capturing the one individual who ran away, plus an additional 16 suspected terrorists.

In another incident, Soldiers from D Company, 1st Bn., 502nd Inf. Reg. detained 11 suspected terrorists after stopping two vehicles in the early evening hours of Dec. 8.

The Soldiers were conducting a patrol south of Baghdad when they stopped two suspicious vehicles containing eight individuals. Upon further investigation of the vehicles, the Soldiers discovered multiple cell phones, AK-47 assault rifles, and two 120-millimeter rounds rigged as improvised explosive devices.

Six of the individuals were detained but two men ran into a nearby house. The patrol conducted a cordon and search of the house and found an additional three individuals inside. Soldiers detained all five suspects, plus the other six.

An explosive ordnance disposal team was called to the scene to inspect the vehicles. The EOD team confirmed the cars were being used to transport and emplace IEDs. One vehicle was destroyed by EOD, and the other was confiscated by the Iraqi Army.

This Public Announcement advises Americans of the December 15 national elections taking place in Iraq, as well as the Department of State’s concerns about the security environment surrounding the upcoming elections. This Public Announcement supplements the Travel Warning of June 28, 2005, and expires on January 13, 2006.

National elections will take place in Iraq on December 15, 2005. The Iraqi government has announced that from midnight on Monday, December 12 until 0700 on Saturday, December 17, all land borders and airports will be closed. Travel across provincial boundaries within Iraq will also be prohibited. A curfew will be in place during this period from 10:00 p.m. until 6:00 a.m. each day. Government ministries and offices also are expected to be closed during this period.

During this period, the potential for increased violence remains extremely high. The Department of State continues to strongly warn U.S. citizens against travel to Iraq and remains concerned about the continued threat of terrorist attacks against U.S. citizens and interests in Iraq. Terrorists do not distinguish between official and civilian targets. In the lead-up to the elections, the U.S. Embassy in Baghdad has instructed official Americans throughout Iraq to limit their travel as much as possible. The Department of State recommends that all Americans living and working in Iraq take similar steps to limit their movements, observe the strictest of security measures, and defer any unnecessary travel around the country.

The U.S. Embassy is located in the International Zone. The Embassy can provide only limited emergency services to U.S. citizens in Iraq. At present, travel to and from the International Zone is extremely limited. WASHINGTON — Federal air marshals are expanding their work beyond airplanes, beginning counterterror surveillance at bus and train stations and mass transit facilities in a three-day test.

As of Wednesday, the Transportation Security Administration said, teams of undercover air marshals and uniformed law enforcement officers were arriving at the new posts.

“We just want to develop the capability to enhance security outside of aviation,” said air marshal spokesman David Adams.
