the two-thirds majority needed under a procedure that limited debate time and allowed no amendments. I haven't kept up with this - why is there a 2/3 requirement?

I guess this has something to do with it.. Maybe someone else can expand on it is greater detail.

The House voted 225-182 FOR a bill that would have EXCLUDED blogs, e-mails and other Internet communications from regulation by the Federal Election Commission. Yeah I'm confused too. Why did this need 2/3d's to pass?

There is a 2/3rds requirement to keep our Bill of Rights rights, otherwise they only need 50%+1 to make up new 'rights'.

Because the House of Representatives has completely different rules from the Seante.
Remember, for 40 some years the RATS controlld the House and treated the republicans like chattel. The rules reflect that 'disdain' for the minority party and make challanges to the majority near impossible.
