Good article. Lays out some basic decision points which have affected us all. I wholeheartedly agree that the 9-11 Commission missed a prime opportunity to make the situation better. However as others have called it, 'The Ommission Commission' has confused and undermined what was previously disjointed (thanks to the Church Commission years ago) one of our basic abilities of protecting the nation, gathering/producing/disseminating intelligence.

We need to think about how a process works (intelligence in conjuction with law enforcement and fighting terrorism) and then build on this to create the ability to effectively combat it. Not build on "political empires" having a 'czar' or this and that to keep us sake. It tends to become so large an unmanageble that we manage noting and react to everything.

But politicians tend to be politicians even when they are "retired". It seems to be an ingrained gene along with party partisanship.

Granted, our legislators have done a poor job on “homeland-security”... but I'll be damned to take advice from these nanny-statist, non-elected blowhards!

Sen. Susan Collins, R-Maine, boasted that "just as the National Security Act of 1947 (which established the CIA) was passed to prevent another Pearl Harbor, the Intelligence Reform Act" -- which she authored -- "will help us prevent another 9-11."

As Posner noted, "She overlooked the fact that 9-11 was another Pearl Harbor."

The blind leading the blind. Exactly why we're probably going to get hit again and hit hard.
