The media are not too bright. Look at that headline. Pass a law to PREVENT illegal immigration. You can't prevent an act with a law. You can make it illegal, you can increase the penalty for breaking the law, but laws don't prevent things. The only thing that can PREVENT people from breaking laws are other people! These can be individuals, informal groups, private associations, corporate entities, police departments, armies or mobs.

Illegal immigration is ALREADY illegal! (Duh!) Because some legislature already passed laws against it.

Look at that headline

I can over look a headline error, and often do, except to poke fun at the wording (ala James Taranto). Space limitations and such make such shortening necessary. BUT, take a look at the article:

House Judiciary Committee Chairman F. James Sensenbrenner, Jr. (R-Wis.) that prevents illegal immigration and takes needed steps

They compound the error and thus reinforce your point!
