This is a good start. If we don't secure the borders FIRST, then the "guest worker program" will fail as miserably as previous attempts have failed.
If we don't secure the borders FIRST, then any guest worker legislation will cause a FLOOD of illegals pouring across the borders, exponentially adding to the problems.
Secure the borders FIRST. If the Republican majorities and the Republican administration can't do that, then we throw them out in 2006 and 2008. It's that simple.
