I read an article recently in which the British aid workers in Indonesia were complaining that the siphoning off of funds by Indonesian bureaucrats was scandalous. There were indications that little if any money was making it to ground zero and people were still living in plastic tents.

According to an article on Drudge, The UN had something in the neighborhood of $590 million for tsunami relief. In the same article, it states that approximately 1/3rd of the money went to "administrative" costs.
