It seems to me, in my untutored ignrance, that the solution to this problem would be for local authorities who receive overcrowding complaints from citizens to take a quick look at the subjecs of the complaints and, if it looks like they are probably a bunch of illegals, refer the matter to the INS. If the INS then investigated and actually did something about the problem, the problem would quickly go away.
