A ticket for 38 in a 25 speed zone seems awfully petty.
They could give everyone a ticket for that.
Must have been trying to meet their quotas.
Or maybe he showed his ass to the cop, a much more likely senario give the POS we're talking about.
No doubt Vick isn't the only one to get a ticket there, but 13 mph over is not petty, even if it is a trap.

That's Blacksburg for you. A good friend of mine told me her son received a speeding ticket for going 27 in a 25 mile hour zone. And no, she wasn't making it up, she made a copy of the traffic violation and put it up on the board for everyone to see. Outrageous.
What they left out of the story is that he was speeding in a school zone while the school caution light was blinking. I don't know if that is a big deal in Virginia but in North Carolina, they really stick it to you for that infraction.
Correct me if I'm wrong, but wasn't he also illegally driving with a suspended license as well?
