I've never driven in Ohio so I wouldn't know from personal experience. I definitely agree about PA.

I will admit Ohio's roads have gotten better the last few years, but I didn't think in any way we'd be in the top five. The Ohio Turnpike, especially, has improved.

PA Turnpike is just horrible though.

I grew up in PA and have lived in OH for the past couple years and will just say this - driving west on 80, you don't need a "Welcome to Ohio" sign to determine when you've crossed the state line. :)

The thing that has always gotten me about PA roads, especially 80, is - how come it never seems to get any better, yet they always seem to be working on it?
