MATTRAI, Pakistan, February 27, 2006 (LifeSiteNews.com) A young woman was raped by three men in retribution for refusing to perform illegal abortions in a rural community in the western Punjab last Wednesday.
Rubina Kousar, 26, worked as a nurse in the Mattrai health center. She refused to carry out abortions on two women, reported the Telegraph, despite six months of constant pressure from the womens families.
In the past our staff have been subjected to this type of victimization for refusing to carry out illegal abortions, but they have not raised their voices for fear of retribution, said Riaz Hussein, of the Punjab Healthworkers Association.
Abortion is illegal in Pakistan after the fourth month of pregnancy, unless the womans life is in danger. Under the tribal system operating in isolated districts of the country, village leaders sometimes order gang rapes as a punishment against women for various social transgressions.
"The family came and harassed me but I never imagined they would do this," Miss Kousar said, weeping. "They have threatened my family with dire consequences if we do not settle this. But this is not the past when we can get pushed around. God will give me the courage to fight them."
The UN has targeted Pakistan with aggressive population control measures over the past five years. In November 2000, the UNFPA threatened to withdraw US$250 million in health programs if the country refused to accept an additional $35 million in funding for birth control and abortion. Pakistan succumbed to pressure and agreed to make population control a national priority in the country.

UNFPA promotes the human right of every woman, man and child to enjoy a life of health and equal opportunity. In many parts of the world, extreme poverty subjects women and men to a lack of real choices, opportunities and the basic services needed to improve their situations. Women often suffer disproportionately, due to violence, discrimination and the burden of poor reproductive health, which is the leading cause of death and disability for women in their reproductive years.
Every minute, one woman dies during pregnancy and birth because she did not receive adequate care and prompt treatment. By increasing interventions for safe motherhood, we can save the lives of half a million women and seven million infants, and prevent millions of women from suffering from infections, injury and disability each year.
Perhaps nowhere is the need for reproductive health services more urgent than in the fight against HIV/AIDS. Every day, 14,000 people are newly infected, and half are young people under the age of 25. Many know little about the disease and how the virus is transmitted. Young women are especially vulnerable and are more likely to be infected than young men. Reproductive health services that empower women and young people with life-saving information and skills will help prevent HIV from spreading and reduce further suffering and social and economic disruption.
We must also step up efforts for family planning, which has a direct impact on maternal health. When couples can choose the number, timing and spacing of their children, they are better able to ensure there are enough resources for each family member to prosper and thrive. Worldwide, families are having half as many children today as they did in the 1960s, but fertility remains high in the poorest countries. Some 350 million couples still do not have access to a range of effective and affordable family planning services, and demand for these services is expected to increase by 40 per cent in the next 15 years.
UNFPA supports countries in using data for policies and programmes to address the complex linkages between population dynamics, poverty and sustainable development. Directing more resources to all of these issues is critical to meeting the Millennium Development Goals, the internationally agreed framework to halve poverty by the year 2015.

Sounds just like the Federal Government regarding federal monies going to the states. They threaten the states to withhold money if we don't comply with their mandates and dictates, even "conservative" Sec. of Transportation under Reagan, Elizabeth Dole did the same thing. Forgetting that it's our tax dollars in the first place taken from us through taxation and that we do have a 10th amendment. I guess the USA taught the UN well and set the example.
