AL-QAEDA insurgents in Iraq have sustained significant losses and their ability to mount effective attacks is steadily diminishing, according to Australia's top soldier in the Middle East.
Brigadier Paul Symon said while Iraq was going through an "awkward period" during the transition to a new government, the US-led coalition remained confident the country would not descend into civil war.
Interviewed in Baghdad he said military operations against al-Qaeda and its affiliates were proving to be "very effective" with the organisation led by Abu Musab al-Zarqawi now less agile and having to rely on much less-seasoned fighters.
"We are seeing an insurgency that is diminishing in effectiveness in its tactics and techniques. I think they have lost some of their better people," he said.

Maoists killed two civilians and abducted at least 18 more including 15 school girls in Nepal over the past few days, Ministry of Defense said Saturday.
Maoists shot dead Ved Bahadur Lama of Dhalkebar of the south-eastern district of Dhanusha on Saturday.
Another civilian, Shankar Mallaha of Rupauliya Bazaar in the south-western district of Nawalparasi district, was killed on Friday.
It is yet unclear why the civilians were targeted.
Further west, 15 girl students below the age of 15 were whisked away from Satya Secondary School at Pandusen village in Bajura district. Two more civilians from the same village were also kidnapped.
Maoists also abducted Dhundi Raj Rana, the newly elected chairman of ward number 3 of Tulsipur municipality on Friday.
The ministry has, meanwhile, confirmed that four civilians were injured when Maoists hurled a socket bomb at busy market place at Kaliya, the district headquarters of Bara in central Nepal.
Two security personnel were also injured in Friday's incident.
Two Maoists killed in accidental explosion, three give in
Meanwhile, two Maoists were killed and four others were injured when a bomb carried by one of them accidentally exploded at Khaireni area of remote mid-western hilly district of Rolpa on March 7, according to the Defense ministry statement.
Three Maoists, including a 12-year-old girl, surrendered before local administrations in remote hilly districts over the past few days, the ministry added.

Fire at future Carilion Biomedical Institute
A fire at a construction site in Roanoke Saturday morning sent smoke billowing for miles. Officials quickly extinguished the fire at 1700 Jefferson St., the future home of the Carilion Biomedical Institute.
Crews arrived to find fire on the fourth floor and nine people trapped. They were rescued from the top floor by a cherry picker. No one was injured.
Officials say the fire was sparked by combustable materials in close proximity to welding materials. Officials estimate the damage at about $25,000.
No word on how the fire will affect future construction. Roanoke Fire & EMS just finished a month's worth of training on hi-rise fires like this one.
