Yes it is. Schadenfraud is the perfect word for it.
Um, "Schadenfreude" is what you meant. "Schaden" means "Damage" or "Too bad", "Freude" is "joy". Put them together and you get the joy of someone else's pain.
"Fraud" doesn't mean anything.
