HOV lanes are stupid and they don't accomplish anything.
I rank this right up there with the "Animal Cops" shows. You have troopers analyzing the stiffness of a child's arms in the HOV lane, instead of perhaps observing and stopping a drug transaction, murder, rape, etc.
I have found them useful many times.
Bingo
Amen...
"Of all tyrannies, a tyranny exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end, for they do so with the approval of their consciences." -- C. S. Lewis
Lard ass bureaucrats love them because it means more make work jobs for them and it annoys the rational drivers
Sure they do. They create a steady stream of taxing monies for the local governments with the tickets they give out. :>)
I disagree. The HOV lanes on I-5 allow me to work at my job. My daily commute is at least 3 hours total (Sometimes as much as 4 hours). If I didn't ride the bus (and thus use the HOV lane to avoid most of the traffic), I cannot imagine how long my commute would be. If the goal of HOV lanes is to increase use of mass transit and to increase carpooling, I would say they are very successful.
HOV lanes are great for car chases. The perp getting chased last night on Fox was deftly using the car pool lanes to evade capture.

We love a car chase... (Fox News)
You said -- "HOV lanes are stupid and they don't accomplish anything."
I guess it depends on which lane you're in.
When I'm in the HOV lane -- it does a lot of good for me (especially when I look at the other lanes).

On the contrary. From a government point of view can you say
"CHA-CHING.!!
