We were effedtivelly still at war with him when we redeclared war

Your world is quite flat. Let me guess that if you were an Iraqi living under Saddam you'd never want anybody to try to make things better for you.
You'd enjoy the rape rooms, love watching your fathers hand be cut off and acid dripped down your mothers back for trumped up "crimes". How about when your sister was dragged into a room full of Saddam goones for a little light entertainment. What a high time that was.
When your brother was shot in the back of the head execution style...well gee that's the breaks. And when your cousins family was gunned down for daring to speak against Saddam and were snitched on by Baathists...well they had it coming didn't they.
Of course Saddam fired on US and British planes for YEARS...but hey, that's OK.
