2002, April. Saddam Hussein increases from $10,000 to $25,000 the money offered to families of Palestinian homicide bombers. The rules for rewarding homicide bombers are strict and insist that only someone who blows himself up with a belt of explosives gets the full payment. Payments are made on a strict scale, with different amounts for wounds, disablement, death as a “martyr” and $25,000 for a suicide bomber. Mahmoud Besharat, a representative on the West Bank who is handing out to families the money from Saddam, said, “You would have to ask President Saddam why he is being so generous. But he is a revolutionary and he wants this distinguished struggle, the intifada, to continue." Baghdad also trains Palestine Liberation Front members in small arms and explosives.

2002, September 5. An editorial in the Iraqi newspaper “Al-Iqtisadi”, which is owned by Saddam Hussein's eldest son Uday, called for the formation of suicide [fidaiyoon] squads to launch broad-based sabotage operations against the United States, its friends, and interests.

It is well documented that under Saddam, Iraq had training facilities for terrorists. Such facilities even included an aircraft for training terrorists how to hijack planes. Saddam's was no people friendly regime.

A truly significant thing in this document is that they appear to be recruiting pilots for suicide missions. We know that, by this time, Al Qaeda was well into its planning for the "planes" missions. Why was the Iraqi government secretly recruiting pilots for similar attacks? Doesn't this indicate knowledge of Al Qaeda's tactical plan? Or are we to assume that the Iraqis thought of this wholly independently?

This reminds me of one of my favorite subjects, Mohammed Atta and his trips to Prague. We know about the dispute concerning the April, 2001 trip. But the two undisputed trips he made to Prague in the Spring of 2000 are less well known. It's clear that Atta took a plane flight from Germany to Prague. But he never left the airport. In fact, he did not have an entry visa. He stayed a few hours and took a return flight to Germany.

Now, we know for certain that Khalid Sheikh-Mohammed had briefed Atta and others on his plan to use airliners for terror attacks. We know that the presence of two of the future hijackers at this meeting was facilitated by an Iraqi. And we know that Bin Laden had, by this time, also designated Mohammed Atta as leader of the "planes" group.

What was Atta doing flying from Germany to Prague and back. My theory is that he was scouting the possibility of using an airliner to attack the VOA headquarters in Prague. Because we know for a fact that the 9/11 conspirators, including Atta, took similar scouting flights in the U.S.

Atta's conduct after this flight should also raise eyebrows. Upon his return to Germany, he immediately obtained an entry visa for the Czech Republic. He then took an overnight bus to Prague, arriving there the next morning. Where he went in Prague and who he met with are unknown. Could he not have been meeting with an Iraqi handler to discuss destroying the VOA as part of the "planes" campaign?

Atta left Prague on a flight to Newark, New Jersey. Of course, there are any number of flights directly from Germany to Newark, so why take the bus to Prague?

The existence of this document, talking about Iraqi volunteers for suicide missions in March of 2001, to me renews a lot of suspicion about the extent of Al Qaeda and Iraqi cooperation and mutual planning.

In Washington, the FBI moved to quiet the Prague connection by telling journalists that it had car rentals and records that put Atta in Virginia Beach, Va., and Florida close to, if not during, the period when he was supposed to be in Prague. The New York Times , citing information provided by "federal law enforcement officials," reported that Atta was in Virginia Beach on April 2, 2001, and by April 11, "Atta was back in Florida, renting a car."

All these reports attributed to the FBI were, as it turns out, erroneous. There were no car rental records in Virginia, Florida, or anywhere else in April 2001 for Mohamed Atta, since he had not yet obtained his Florida license.

His international license was at his father's home in Cairo, Egypt (where his roommate Marwan al-Shehhi picked it up in late April). Nor were there other records in the hands of the FBI that put Atta in the United States at the time. Director of Central Intelligence George Tenet testified to the Senate Select Committee on Intelligence in June 2002, "It is possible that Atta traveled under an unknown alias" to "meet with an Iraqi intelligence officer in Prague." Clearly, it was not beyond the capabilities of the 9/11 hijackers to use aliases.

Spanish police last February arrested Algerians Khaled Madani, 33, and Moussa Laour, 36, on suspicion of furnishing phony passports to, among others, al Qaeda operatives Ramzi Binalshibh and Mohamed Atta. According to a February 29 Associated Press dispatch, Binalshibh revealed Madani's identity to interrogators at the American military prison at Guantanamo Bay, Cuba.

This was 4 months before he allegedly went to Prague. IMHO, this is when he picked up the fake passports, which he used to go to Prague.

Meanwhile, in a February 24 letter to James Beasley, Jr., the attorney in the aforementioned lawsuit, Czech U.N. Ambassador Hynek Kmonicek affirms an October 26, 2001 statement by Czech Interior Minister Stanislav Gross: "In this moment we can confirm, that during the next stay of Mr. Muhammad Atta in the Czech Republic there was the contact with the official of the Iraqi intelligence, Mr. Al Ani, Ahmed Khalin Ibrahim Samir, who was on 22nd April 2001 expelled from the Czech Republic on the basis of activities which were not compatible with the diplomatic status." Atta flew from Virginia Beach, Virginia to Prague on April 7, 2001. Car-rental records place him in the Czech capitol the next day. He flew home to Florida that April 9.

So they have car rental records as well.

The only dispute over Atta's whereabouts is whether he was in Prague on April 9, 2001, to meet with Samir al Ani, an Iraqi intelligence officer. Czech intelligence insists he was. Able Danger, apparently, had information supporting the Czechs.
