Maybe so, but in any case I sense that the Bush administration won't enforce the law on the issue, just as it hasn't enforced the law regarding immigration. (Nor did Clinton during 8 years.) So we have both major political parties unwilling to enforce the law on these issues, and many more, after they win elections.
The President of the University should be served with formal papers.
No money.
Then let the University start begging.

I have a problem if Rumsfeld doesn't hammer them. And hard as sh$*. Sick of this college crap and the weak politicians we have.
That might create a few awkward situations since Berkeley is in charge of Los Alamos National Laboratory, Lawrence Livermore National Laboratory, the Lawrence Berkeley National Laboratory and several other highly classified government operations. The government is already in bed with the universites and has been for 50 years. Holding them accountable for defying the law is as difficult as enforcing security regulations.

I don't either, but hearing the recruiters talking about the school, they said that the school has ALWAYS been courteous and kind to them and let them have what they needed to succeed. This problem was with some of the stupid students who could not keep control of themselves. I would hate to keep money from the school that has been decent just cause of a group of students. I think we should hold the presses on this until we find out what the school with do to these kids first.
Perhaps they do not give a damned about federal funds with all kinds of strings attached, cut them off and be done with it.

You, presumably, are trying to make a distinction between the prevention being a direct result of the administration and/or faculty vs. their student proxies. It's a moot point, since the university adminstration has legal control of the campus, and knew that the protest would take place, then they made no effort to prevent the protesters from blocking the recruiting.
The UCSD administration did it this way, because they thought they could get away with it. If the DOD calls their bluff (to the tune of $80M), all universities will get the message and this crap will stop.
Most of our universities have become anti-America and anti-defence.......shut them down with no more financial support !!!!!

"Difficult" does not mean it can't be done. I don't feel comfortable with most universities having anything do to with "highly classified" matters, given their reluctance to support our troops, the President, and the United States.
Laws don't seem to matter much in this country anymore. The leftists ignore them and the government only enforces them against conservative WASPs.

Well then, let then raise their own money while ginning up public support. No one is saying they can not restrict recruiters. They can. They just have to find another way to pay for it other than Federal tax dollars.
