Afghanistan Calls for Crackdown at Border

Pakistan needs to do more to crack down on terrorism along the Pakistani-Afghan border, a spokesman for Afghan President Hamid Karzai said Tuesday.

Rahim Karimi said in the news conference that Afghanistan need greater "cooperation" from both its eastern neighbor and the international community in its battle against Islamic militants.

Coalition and Afghan forces have in recent days been fighting fierce battles against Taliban fighters near the Afghan-Pakistan border.

Liberalism in America is liken to pandemic Avian Flu. The only vaccine to beat them, is the truth. No wonder home schooling is driving left wingers nuts. Kind of Puts the brainwasher's right out of business.

School teachers and professors are suppose to be role models, or future building blocks for American youth. I can't say the same for judges.

The Israelis are way ahead of us with security measures. Really have to ask ourselves if that shipping container were passing through US ports, if anyone would have discovered the Chinese (smiling at us while stabbing us in the back) were shipping military gear in shipping containers with bogus labeling to Gaza.

May 05, 2006


This Public Announcement is being re-issued to remind Americans of the continuing potential for terrorist actions against U.S. citizens in East Africa, particularly along the East African coast, and to note the increasing number of incidents of maritime piracy near the Horn of Africa and the southern Red Sea near Yemen. This supersedes the Public Announcement of November 18, 2005, and expires on November 4, 2006.

A small number of Al-Qaida operatives and other extremists are believed to be operating in and around East Africa. Americans considering travel to the region and those already there should review their plans carefully, remain vigilant with regard to their personal security, and exercise caution. Terrorist actions may include suicide operations, bombings, kidnappings or targeting maritime vessels. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists to seek softer targets such as hotels and beach resorts. In particular, terrorists may target civil aviation and seaports. Americans in remote areas or border regions where military or police authority is limited or non-existent could also become targets.

Americans considering seaborne travel near the Horn of Africa or in the southern Red Sea should exercise extreme caution, as there have been several dozen incidents of armed attacks, robberies, and kidnappings for ransom at sea by pirates in the past year. Additionally, a number of merchant vessels have been hijacked in Somali territorial waters, but others have been hijacked as far as 200 nautical miles off the coast of Somalia in international waters. In addition, unidentified assailants used small arms and rocket-propelled grenades in a November 2005 attack on a cruise ship carrying a substantial number of American citizens in international waters off Somalia. Military action by U.S. and allied navies in several subsequent incidents resulted in the capture or death of pirates threatening international commerce. No U.S. citizens were hurt in these attacks; however, these incidents highlight the continuing danger of maritime travel near the Horn of Africa and underscore the need for heightened security when traversing these waters.

The U.S. Government maritime authorities advise mariners to avoid the Port of Mogadishu, and to remain at least 200 nautical miles off the coast of Somalia. In addition, when transiting around the Horn of Africa or in the Red Sea near Yemen, it is strongly recommended that vessels travel in convoys, and maintain good communications contact at all times.

Americans living or traveling in East Africa are encouraged to register with the nearest U.S. Embassy or Consulate through the State Department’s travel registration website, https://travelregistration.state.gov . Americans without Internet access may register directly with the nearest U.S. embassy or consulate. By registering, American citizens make it easier for the Embassy or Consulate to contact them in case of emergency.

U.S. citizens planning to travel to East Africa should consult the Department of State's country-specific Public Announcements, Travel Warnings, Consular Information Sheets, the Worldwide Caution Public Announcement and other information, available at http://travel.state.gov . YEMEN

This Travel Warning is being re-issued to provide U.S. citizens with updated security information for Yemen. This supersedes the Travel Warning for Yemen issued October 28, 2005.

The Department of State strongly urges U.S. citizens to consider carefully the risks of traveling to Yemen. The security threat level remains high due to terrorist activities in Yemen, and Americans are urged to exercise caution and take prudent measures to maintain their security.

The Department continues to be concerned about possible attacks by extremist individuals or groups against U.S. citizens, facilities, businesses and perceived interests. From time to time the Embassy may temporarily close or suspend public services for security reasons. Emergency assistance to U.S. citizens during non-business hours (or when public access is restricted) is available through Embassy duty personnel.

On February 3, 2006, 23 convicts, including known affiliates of al-Qa'ida, escaped from a high-security prison in the capital city, Sanaa. Among the al-Qa'ida associates were individuals imprisoned for their roles in the 2000 bombing of the USS Cole and the 2002 attack on the French oil tanker Limburg. In the weeks following the escape, some prisoners voluntarily turned themselves in to authorities; to date however, most escapees remain at large.

U.S. citizens in Yemen should exercise caution and take prudent measures to maintain their security. Maintain a high level of vigilance, avoid crowds and demonstrations, keep a low profile, vary times and routes for all travel, and ensure travel documents are current. U.S. citizens who remain in or travel to Yemen despite this Travel Warning should register at the Consular Section of the U.S. Embassy in Sanaa and enroll in the warden system (emergency alert network) in order to obtain updated information on travel and security in Yemen. This can be done online at https://travelregistration.state.gov/ibrs.

The U.S. Embassy in Sanaa advises American citizens in Yemen to exercise particular caution at locations frequented by foreigners country-wide and at restaurants and hotels frequented by expatriates. Americans who believe they are being followed or threatened while driving in urban centers should proceed as quickly as possible to the nearest police station or major intersection and request assistance from the officers in the blue-and-white police cars stationed there. Occasionally, U.S. Government personnel in Yemen may be prohibited from traveling to sections of Sanaa or other parts of Yemen. The Yemeni government also restricts travel to specified areas by U.S. citizens and other Westerners from time to time. Travelers should be in contact with the Embassy for up-to-date information on such restrictions.

Detainee Release Announced

The Department of Defense announced today that it has released five detainees from Guantanamo Bay, Cuba to Albania. This movement increases the number of detainees who have departed Guantanamo to 272.

All five of the subject detainees are ethnic Uighurs determined to be “No Longer Enemy Combatants” (NLEC) through a Combatant Status Review Tribunal (CSRT), a review process held at Guantanamo during 2004-2005 to determine classification status of all detainees.

The United States has done the utmost to ensure that the Uighurs will be treated humanely upon release. Our key objective has been to resettle the Uighurs in an environment that will permit them to rebuild their lives. Albania will provide this opportunity.

With this release, DoD has transferred or released 272 detainees from Guantanamo – 192 for release and 80 transferred to other governments, including Afghanistan, Australia, Bahrain, Belgium, Denmark, France, Great Britain, Kuwait, Morocco, Pakistan, Russia, Saudi Arabia, Spain, Sweden and Uganda. Approximately 480 detainees remain at Guantanamo.

President Bush today accepted the recommendation of the Committee on Foreign Investment in the United States (the Committee) that he not take action to suspend or prohibit the proposed acquisition of Ross Catherall US Holdings Inc. (Ross Catherall) by a subsidiary of Dubai Holding LLC (Dubai Holding). The President's decision was made under section 721 of the Defense Production Act of 1950 (the Exon-Florio amendment), which authorizes the President to suspend or prohibit the acquisition of a U.S. company by a foreign company where there is credible evidence to believe that the foreign interest exercising control might take action that threatens to impair the national security. Consistent with the legislation, the President will report to the Congress on his decision.

The President's decision is based upon the results of the comprehensive proceedings on this transaction undertaken by the Committee, a 12-member interagency group chaired by the Department of the Treasury. In assessing the proposed acquisition's impact on national security, the Committee conducted both a 30-day review and a 45-day investigation. To support the work of the Committee, the intelligence community, as coordinated by the Director of National Intelligence and the National Intelligence Council, completed an assessment in conjunction with experts from Committee member agencies. That assessment examined national security issues ranging from counterterrorism to counterproliferation to counterintelligence, among others.

The Committee, with support from the intelligence community, reviewed information concerning the acquiring company, that company's ultimate owners, and potential vulnerabilities that might result in threats to national security. The Committee specifically considered the fact that a U.S. subsidiary of Ross Catherall is a single source supplier of turbine engine blades for the Department of Defense (DOD). While the Committee did not find credible evidence to suggest that either Dubai Holding or its ultimate owners might take action to threaten national security, Dubai Holding's subsidiary made contractual commitments to DOD to assure reliability of supply. Finally, the Committee took into account DOD authority under U.S. law to compel any manufacturer located within the United States to meet critical supply requirements.

In addition to the Department of the Treasury, the Committee's member agencies include: the Departments of State, Defense, Justice, Commerce, Homeland Security, and the Office of Management and Budget, the Office of the United States Trade Representative, the National Security Council, the National Economic Council, the Council of Economic Advisers, and the Office of Science and Technology Policy.
