DHS Chief Justifies Funding Cuts To NYC, Washington
He didn’t have to be asked.
Unprompted, U.S. Homeland Security Secretary Michael Chertoff commenced to explain how the $125 million his agency is giving New York City is not really a cut from the $207 million the city received last year in homeland security funding.
“We look at it cumulatively,” Chertoff offered June 1, a day after his agency announced grants to dozens of U.S. cities.
Over the past four years, New York has received a half billion dollars to bolster its ability to prevent, and if necessary, respond to terrorist attacks. That’s five times more than the second-most funded city, Los Angeles, Chertoff said in address to the Brookings Institution in Washington.
And since 2003, New York’s share of the total in grants handed out has been about 18 percent — the same as the city’s share of the total this year, he said.
The secretary arrived for his talk armed with arguments and statistics amid uproar from states and localities that felt shortchanged May 31 when they were told their share of $1.7 billion given in grants to localities and states.
The loudest outcry came from New York, whose politicians interpreted the $125 million as a 40 percent slash in homeland security support.
“A knife in the back of New York,” cried Rep. Peter King, R-N.Y., who vowed in the New York Times to “make them very sorry they made this decision.”
Unhappiness reigned in Washington, too, where a $46 million grant was decried as a $31 million cut from last year’s sum.
Chertoff called the allotments “fair to New York” and to other localities.
He said his agency has been trying to improve security in New York and other vulnerable cities for several years, and now it is time to invest in localities that have received little or no assistance so far.
New York is still considered the No. 1 target for terrorists by the Department of Homeland Security, Chertoff said. Los Angeles is No. 2. But so much money has already been granted to those cities that giving them more this year would lead to only marginal improvements, he said. The same money given to other cities that have been less well-funded would yield major security improvements, he said.
“We’re trying to make sure we’re not neglecting cities” that have received little so far, Chertoff said.
Louisville, Omaha, Charlotte, Newark and Jersey City each received substantial percentage increases. Although at $8.5 million for the first three and $34 million in a combined grant for the two New Jersey cities, all still fell far short of New York City in actual dollars.

South Dakota really doesn't need much from Homeland Security. All we have here is Mt. Rushmore and a whole bunch of conservatives. Since we have so few, dark swarthy types really stand out and would immediately become targets of interest. We look out for each other around here and seldom depend on government "help".

NASHVILLE, Tenn. (AP) - Authorities said they found pipe bombs and a jar containing the potentially deadly poison ricin while searching a home in suburban Nashville.
The ricin was found sealed in a baby food jar in a shed at the home of William Matthews, according to a joint statement Thursday from Nashville police, the FBI, Bureau of Alcohol, Tobacco and Firearms, and health officials.
Officials said the jar was sealed and they do not believe the neighborhood was threatened.
Authorities first searched the shed Wednesday after receiving a tip from Matthews' estranged wife. They also found five gun silencers, a bowl containing ricin residue and bomb-making materials.
Matthews, 55, began serving a nine-month jail sentence last week for violating orders of protection taken out by his wife while he was being treated for substance abuse. No charges had been filed Thursday night, but authorities said they were talking with the U.S. Attorney's office.
It was not immediately known whether Matthews had a lawyer.
Ricin is a poisonous protein that can be used as a biological weapon. As little as 500 micrograms of the protein, roughly the amount that fits on the head of a pin, is enough to kill an adult, according to the federal Centers for Disease Control and Prevention.

ARTICLE SNIPPET: "A federal judge in Arizona has rejected a motion to suppress evidence in the case of a man arrested in the Northwoods last summer after weapons and other explosive devices were found in his car and residences in Manitowish Waters and Phoenix, Arizona.
Denys Ray Hughes, 59, had asked the court to suppress evidence obtained during the searches of his homes and car.
Hughes was taken into custody last July after he was stopped in Kansas and found to be in possession of glass containers, firearms, reloading supplies and books referencing bomb-making. Following the traffic stop, Hughes' residences in Manitowish Waters and Phoenix were also searched and more suspicious items, including 43 guns and 3,500 castor beans, were found. Castor beans can be milled to make the biological toxin ricin.
He was eventually indicted on two counts of possession of unregistered devices and attempted production of ricin."

CARACAS, Venezuela - President Hugo Chavez brought up Carlos the Jackal during a meeting of oil producers Thursday, calling the Venezuela-born terrorist who once took hostages at an OPEC meeting "a good friend."
Carlos, whose real name is Ilich Ramirez Sanchez, gained notoriety during the Cold War for staging a string of bombings and assassinations. He is serving a life sentence for murder in France.
Chavez recalled in his speech how Ramirez once in a letter referred to the Venezuelan leader's 1999 tour of OPEC member states.
He said Carlos, "a good friend," said in the missive from his prison that the tour appeared "hair-raising."

ARTICLE SNIPPET: "LONDON, June 1 (KUNA) -- The London City Airport was closed and train services were halted Thursday after a suspected unexploded Second World War bomb was found on a building site, police said.
The discovery was made at Canning Town, east London, this morning.
Trains were halted on the Docklands Light Railway while there were no flights in and out of London City Airport, which is about a mile and a half from the location of the bomb.
A police spokesman said "This is an ongoing incident and the area has been cordoned off." Britains National Air Traffic Services said all flights had been stopped at the small airport, which serves only UK and European destinations.

Garbage containers block the road into slum district Vigario Geral, one of the most dangerous favelas in Rio de Janeiro. A visitor approaches the barricade, two youths appear from the shadow of a nearby building. They're carrying machine guns, and handguns are tucked into their pants. "You want to go to church, right?" the older of the two asks the stranger politely. "We'll take you there -- we're registered."
A boy rolls the containers aside. The youths deposit their Kalashnikov rifles on the backseat of a taxi and direct the driver through the labyrinthine streets. Father Marco Freitas receives his guest in front of the congregation room of Assembleia de Deus, Protestant sect. The priest knows the two youths: "They respect me; they often come to the service. It's only during police raids that things get dangerous."
But police raids rarely occur. "We're usually warned in advance," the youths point out. They escort the visitor back to the highway onramp and say goodbye. This is where their territory ends and the Brazil of law and order begins -- the Brazil of "asphalt," as the drug mafia calls it.
The slum Vigario Geral is part of a shadowy kingdom of drug gangs and their heavily armed footmen. The territory isn't marked on any map. Paramilitary gangsters control most of Rio's roughly 700 favelas. They've built a parallel government -- like the ones in Sao Paulo prisons, the slums of Caracas and Medellin, and the streets of Acapulco and Mexico City.

Police have cordoned off three roads in the area A man has been shot by police during a raid carried out under the Terrorism Act, Scotland Yard has said. He was taken to a nearby hospital after police searched a house in Forest Gate, east London. His injuries are not life-threatening.
A 23-year-old man has been arrested and is currently in custody at a central London police station.
The operation, early on Friday morning, was not linked to the London bombings of July 2005, police added.
The decision to launch the raid followed discussions between MI5, the anti-terrorist branch and the Health Protection Agency.
Roads closed
Police officers in protective clothing have moved into the terraced house in Lansdown Road in what is being described as a "precautionary measure".
Several people who were in the house at the time of the raid have been moved to other premises. They have not been arrested.
Lansdown Road, and neighbouring Rothsay Road and Prestbury Road, are all currently closed.
"At this stage there is nothing to suggest members of the public in the immediate area are at risk," Scotland Yard said in a statement.
"If we believe there is a potential risk, appropriate action will be taken and advice issued."
The home secretary has been kept fully informed of all developments since the operation began

One survivor after helicopter clips tower

DOERUN Four Army soldiers died in a helicopter crash after it clipped a television transmitting tower early Thursday morning. Amazingly, a fifth crew member walked away from the wreckage.
Just after 8 a.m., the MH-47 Chinook helicopter en route from Hunter Army Airfield in Savannah to Ft. Rucker, Ala., hit the WFXL tower just off Ga. Highway 270 east of Doerun during a routine training flight. The military has yet to confirm the cause of the accident. The U.S. Army Combat Readiness Center from Fort Rucker is investigating.
All on board were assigned to the 3rd Battalion, 160th Special Operations Aviation Regiment (Airborne) at Hunter Army Airfield.
The Chinook, a helicopter with a front and rear rotor, appeared to have hit the tower with a rotor about 60 feet from the top of the 1,000-foot structure, taking a chunk out of the tower plus snapping a guy wire in the process. The WFXL tower stands alongside a WALB transmitting tower, which was not damaged. With one guy wire missing, the WFXL tower now has a slight, but dangerous, tilt.
The helicopter hit the tower with such force that three large pieces of the craft plus debris were slung over a quarter mile, witnesses and rescue workers confirmed. The Observer was able to see the cockpit, which was in the same cow pasture as the towers next to a fence lined with oaks and facing somewhat northeast.

Well I tell you backhoe; when it comes to cut throat talk, I like to follow the discussion to the very end. So, we'll just follow along here until it gets resolved.
Yes, there's some dissent over there from those thinking the Death Threat updates are hogging the discussion of other matters, but I'm of the opinion that it needs to be taken seriously.
In it's own right, and then there is the pointed question, "how can Reuters be taken seriously as a news source if its corporate culture enables, or at least tolerates, such nastiness?"
This IS important in its own right.
It's time the rest of the world sees what kind of email is sent.
That's why I post some of it here from various sites on the net.
Indeed, and that's a valuable service you provide.
I've found the "comments" sections of the blogs which enable them to be very helpful in fact-checking and providing relevant links and quotes.
Of course, you have to slog through insults, inside jokes, flame wars, trolls, disruptors, and weirdly off-topic replies, too.
Just like forums...
